Leidos is seeking qualified Program Management candidates for a proposal effort. The Deputy Program Manager manages Project and Contract Operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.
Responsible for cost, schedule performance and risk identification / mitigation on projects including but not limited to systems, tools, equipment software, facilities and other activities coordinates resolutions production-related problems. Responsible for supervising the production of all-source intelligence analysis and must have experience managing programs of similar (or greater) size and or complexity. Must be knowledgeable of the Intelligence Cycle, Collection Management Cycle, Biometric Collection Cycle, watchlisting, all applicable regulations, publications, manuals and local policies and procedures, theaters of operation, knowledge of the deployment cycle and process and intelligence analytical techniques including Identity Intelligence analysis. Responsible for organizing programs in accordance with the mission and goals and supporting the strategic direction of the NGIC. Development and oversight of budgets and operating plans for the contract; overseeing the evaluation to assess program strengths and identify areas for improvement. Regularly meet with stakeholders and producing accurate and timely reports of program status through the life of the contract.
Education: Bachelor’s Degree or 8+ years of relevant management experience
Experience: 6+ years of relevant management experience and 4+ years of IC experience working in a government environment as either a member of the Armed Forces, Government or Contractor employee leading large complex projects or multi-disciplined teams
Clearance: TS/SCI with current CI scope Polygraph – (with one year of currency minimum) OR willing to undergo CI scope Polygraph
Additional Knowledge, Skills and Abilities: Proficient in overseeing project compliance with all applicable requirements of the contract, federal regulations as well as corporate policies.
Proficient in overseeing all aspects of daily operations for a program, including staffing, performance monitoring, quality assurance oversight, training, subcontractor management, auditing and compliance with internal and external requirements.
Proficient in managing subcontractor performance.
Proficient in collaboration with other stakeholders to ensure effective contract performance.
Proficient in the ability to develop and implement operational policies and procedures in collaboration with other key stakeholders.
Proficient in the development and implementation of innovative methodologies to improve service levels and overall operational efficiencies.
Proficient in monitoring performance against key indicators established internally or by stakeholders.
Proficient in developing solutions to issues or complex problems.
Proficient in developing performance goals and objectives for contract staff, and monitor achievement of those goals.

Proficient in advising subordinate(s) to meet schedules and/or resolve problems.
Proficient in the ability to follow processes and operational policies in selecting methods and techniques for obtaining solutions.
Proficient in developing and administering contract schedules, performance requirements and budget/financial reports.
Proficient in receiving contract related requirements both written or verbal and able to identify specific objectives and determine how to use resources to meet those objectives.
Proficient in articulating guidance to subordinates within the latitude of the contract and established policies.
Proficient in representing the program to client; must be comfortable briefing senior government officials on a regular basis and delivering information in written and oral formats.
