Leidos is looking for a high performing candidate to fill a Program Analyst position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Research, Development, Test, and Evaluation’s Academic Programs.  In this position, the Program Analyst will assist the NNSA FPM and/or their Federal staff with a broad range of program and budget support services.  This position is a full-time contractor position located in the NNSA offices in Washington, DC.

The RDT&E Academic Programs support investments in science and engineering disciplines of critical importance to the NNSA and the nuclear security enterprise.

Academic Programs has three goals:

  • Develop the next generation of diverse, highly-trained technical workers able to support NNSA’s core missions

  • Maintain technical expertise external to the nuclear security enterprise for providing valuable oversight, cross-check, and peer review

  • Enable innovation to enhance nuclear security enterprise missions to strengthen key fields of research relevant to the NNSA mission

Primary responsibilities of Academic Programs include:

  • Managing academic solicitations and competitive awards

  • Providing a vibrant technical expertise aligned with the nuclear security enterprise’s current and future needs

  • Enabling connections between academic research communities and the nuclear security enterprise to foster understanding of the NNSA mission

  • Attract and train a future workforce through on-site opportunities and personal connections with laboratory scientists and engineers

Primary Responsibilities

  • Routine communications and outreach amongst Program participants and within NNSA;

  • Identify opportunities for improving existing business processes;

  • Support the Academic Programs evaluation process and maintaining appropriate metrics and reporting;

  • Strategic planning and execution to include planning for future funding calls, and assistance with affiliated grant program activities.

  • Assist the Federal Program Manager with day-to-day activities in program management

  • Perform a variety of complex, programmatic and technical support services involving data analysis, process analysis, program plan and policy development, and strategy development

  • Provide program management support in the preparation, coordination, evaluation, review and analysis of program execution plans and tracking, monitoring, and reporting of program-specific milestones.

  • Maintain data tracking systems (e.g., Excel/databases) for appropriately monitoring and tracking grant program applications, awardees, etc.

  • Provide regular updates to FPM leadership as required.

  • Support the Academic Programs with analyzing data calls, conducting research, developing and analyzing evaluation framework, and assisting on actions that come from the results of data call.

  • Provide Federal Program Managers with clear, concise, accurate and timely budget analyses and information to support programmatic decision-making

  • Prepare program cost and budget documentation covering several future budget fiscal years.

  • Develop complex spreadsheets, program planning and budget briefings, and issue papers describing the project outcomes and benefits for meeting national defense missions.

  • Monitor and report to Federal staff the progress of programmatic plans and solutions relative to schedule, and advising whether program deliverables conform to customer requirements, quality control standards, and negotiated metrics.

  • Complete annual, quarterly, and other periodic reporting requirements at center reviews and meetings.

  • Collect statistics and data analysis, the position should include having some type of budget knowledge and willingness to collaborate with FPMs involved in the Academic Programs cohort on data calls, presentations, and workforce pipeline statistics.

  • Conduct basic studies of statistical, descriptive, or evaluative information, materials, and data, to choose, interpret or adapt available guidelines to specific issues or subjects studied regarding the attainment of the goals of limited projects.

Required Clearance:  Active DoD TS or DOE Q clearance preferred. 

Required education and qualifications:

  • Bachelor’s degree or equivalent.

  • At least 4 years of relevant experience.

  • Demonstrable experience with written communication, briefings and reports for senior and executive management.

  • Experience supporting Federal programs and managers.

  • Outstanding verbal and written communication skills.

  • Outstanding organization and time management skills.

  • Experience in reviewing and editing briefings and reports for consistency in style, formatting and messaging.

  • Strong Microsoft PowerPoint and Excel skills

Preferred Qualifications

  • Experience with an academically-oriented program (e.g. NSF, DOE Office of Science)

  • Knowledge of Microsoft SharePoint, Tableau Software, and Cisco WebEx

  • Knowledge of formal records management policies and procedures
