The Collections Manager will support NCTC managers, analysts and other officers in all-source collection and requirements management by developing information needs based on assessments of current information and data holdings. The Collections Manager will provide guidance on IC national and theater collection capabilities help to provide feedback to guide collectors, and support development of collection strategies and postures against priority CT issues. The Collections Manager will coordinate and reach out to multiple agencies and must be comfortable working with levels of senior management. The Collections Manager will provide expertise on current and future collection capabilities across the Intelligence Community. The Collections Manager will review finished intelligence products and work with Analysts to fill in gaps.
Typically requires a BA degree and 8 – 12 years of prior relevant experience or Masters with 6 – 10 years of prior relevant experience.
Experience working as a collector or as a Collections Manager in a national-level IC agency
Experience working in IC all-source analysis
Knowledge of the intelligence cycle and HUMINT, GEOINT, MASINT, OSINT, and SIGINT collection capabilities
Must be a self-starter and have the ability to work independently
Familiarity with IC collection management tools and data sets
Excellent written and oral communications skills and the ability to articulate complex issues to a diverse audience, including senior US Government officials
Excellent critical thinking, interpersonal, organizational, and problem-solving skills
Knowledge of national-level intelligence priorities with an emphasis on CT priorities
TS/SCI with Polygraph security clearance
