Leidos supporting the National Energy Technology Laboratory is seeking an International Trade Analyst to join our Team. The U.S. Department of Energy’s National Energy Technology Laboratory is a multi-disciplinary, scientific and technical-oriented national laboratory. NETL produces technological solutions for America’s energy challenges. From developing creative innovations and efficient energy systems that make coal more competitive, to advancing technologies that enhance oil and natural gas extraction and transmission processes, NETL research is providing breakthroughs and discoveries that support home-grown energy initiatives, stimulate a growing economy, and improve the health, safety, and security of all Americans. Highly skilled men and women at three NETL research sites – Albany, Ore., Morgantown, W.Va., and Pittsburgh, Pa. – conduct a broad range of research activities that support DOE’s mission to advance the national, economic, and energy security of the United States.

This is a unique opportunity to join the Leidos Team to assist with International Trade Compliance in support of the ongoing research on the program.    

The successful candidate will be responsible for achieving day to day objectives of international trade compliance including:

  • Ensuring transactional activities comply with US government regulations and internal procedures by conducting gate reviews for technical data exports, foreign travel, foreign visits, foreign national site access and export/import shipments.
  • Transactional reviews to include conducting thorough assessments to determine and document exemption/exclusion applicability.
  • Conducting reviews and providing appropriate guidance and license/authorization strategy.
  • Review project technology, equipment and software to determine applicable export classification.
  • Assist in the development of technology control programs as appropriate to comply with specific export restrictions.
  • Develop and provide training to internal stakeholders in export control compliance.
  • Collaborate with internal stakeholders and build key relationships with appropriate government counterparts.
  • Maintaining program International Trade Program policies and procedures.
  • Resolving import and export issues resulting from missing data, such as export control classifications, license determinations, valuation, and country of origin.
  • Perform follow-up activities to ensure that Management Action Plans are completed as agreed to and on a timely basis.
  • Working with management, monitor regulatory and legislative changes in order to ensure policies and procedures are current, determine the potential impact to the company and adjust the audit program/approach as deemed necessary.
  • Identify potential best practices to improve the quality and efficiency of international trade activities.
  • Maintaining various department records and conducting general clerical duties in support.

Required Qualifications:

  • Bachelor’s Degree and 4+ years of prior relevant experience; additional years of experience will be considered in lieu of degree.
  • Knowledge of, understanding of, and compliance with the US Export Administration Regulations (EAR, 15CFR730 and following), including the Commerce Control List (CCL) and determination of Export Control Classification Numbers, and consideration of exports and deemed exports
  • Knowledge of, understanding of, and compliance with the International Traffic in Arms Regulations (ITAR, 22CFR120 and following)
  • Solid analytical skills

US Citizenship is required as the successful candidate will be reviewing technologies for export compliance which would result in a deemed export for any foreign national.
