NGEN is the largest IT services program for the Navy. Under the Service Management, Integration, and Transport (SMIT) portion of NGEN, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network.

Job Summary:

Leidos is seeking a Resource Manager to support User Support Services as one of the key members of the Operations team. The candidate will be responsible for organizing and managing the staffing of subcontractor resources to bring about the successful completion of SMIT – User Support Services goals and objectives. Duties include ensuring that all programs run within scope, time, and budget constraints by establishing and monitoring subcontractor time recording compliance.

Primary Responsibilities

  • Candidate will be responsible for producing analytics and reporting regarding time entries for all subcontractors resources, along with working with the suppliers to resolve discrepancies

  • Responsible for creating Subcontractor SLICS accounts and monitoring time recording for accuracy

  • Responsible for working with an established staffing plan and for adjusting staffing plan as the customer requirements and budget evolve. Also responsible for determining when a position should be removed from a suppliers workshare and given to another supplier to fill, based on performance.

  • Candidate will provide analysis regarding time to fill positions, open vs. filled positions, attrition, and a deep dive into positions that remain open longer than 30 days.

  • Interface with task and functional leaders, support personnel, and designated User Support Services teaming partners to ensure contingent labor staffing is delivered on time and within budget constraints

  • Staffing analysis: exporting User Support Services position dat from Frontier into Excel. Pivoting to look for data regarding open position, as well as the subset of positions that have been pen greater than 30 days.

  • Evaluate attrition percentage and reasons, to make recommendations to suppliers and leadership on best course of action to address issues with staffing, adjusting the staffing plan as needed, interfacing with subcontractors to get SOWs updated

  • Directly responsible for planning and coordinating staffing of more than 1600 position all over the United States

  • Interface with task and functional leaders, support personnel, and designated User Support Services teaming partners to ensure contingent labor staffing is delivered on time and within budget constraints

  • Monitor subcontractor time recording for accuracy, and address any discrepancies with appropriate suppliers

  • Serve as the primary liaison between User Support Services, teaming partners and subcontracts regarding time compliance

  • Provide ad hoc reporting on staffing as required

Basic Qualifications

  • US Citizen

  • DoD Secret Clearance

  • Bachelor’s degree and 2 years of prior related work experience.  Will accept 6 years of related work experience in place of degree

  • Must demonstrated expertise in resource management

  • Must demonstrate expertise in Microsoft Excel

  • Excellent customer service skills

  • Excellent oral and written communication skills
