Job Description:

The Mission Solutions Operation (MSO) within Leidos has an opening for a Program Manager for a 158 FTE program to support the Mission Support and Operations Division. Mission Solutions is a leading provider of analytic and mission information technology services in support of national security customers. The Program Manager is Leidos's authorized interface with the Sponsor's Contracting Officer Technical Representative (COTR), Sponsor management personnel and Sponsor end-user representatives. The PM helps determine both technical and business goals in consultation with Leidos management and makes detailed plans for the accomplishment of these goals.

Primary Responsibilities

The PM is responsible for managing all aspects of the WATCHTOWER program, including project planning, development and implementation according to cost, schedule, and scope requirements. The PM directs project team personnel, manages cost and schedule, ensures contract compliance, and serves as the main customer interface. The PM is responsible for ensuring complete customer satisfaction by listening to and understanding customer expectations and concerns, and assuring customer project is being executed effectively. The PM is responsible for managing a cadre of globally dispersed uncleared contract linguists who possess a range of skills in critical foreign languages, and other contract support staff, in a virtual environment. The PM is responsible for providing Subcontractor management and ensuring the quality and accuracy of products and reports.  The PM is also responsible for monitoring, reporting, and briefing progress of the contract, and maintaining awareness of and integrating translation and production “best practices” and recommending improvements to the Sponsor. 

Required Education, Skills and Experience 

Bachelor’s Degree and 8+ years of experience OR Master’s and 6+ years of relevant experience.  Master’s degree is highly preferred.

The top candidate must possess 5+ years of experience working on similar projects or programs, with at least 3 years serving successfully in positions of major responsibilities such as a Project Manager, Deputy Project Manager, or Team Lead.

Demonstrated success managing government programs in excess of $5m annually a plus.

Familiarity with marketing techniques, statistics, and experience with standard intelligence databases and systems and procedures.

The successful candidate must:

  • Possess the ability to retrieve and integrate all-source data from various sources including classified sites, unclassified sites, and finished intelligence. Good people management skills required and must have full TS/SCI with poly clearance.

  • Demonstrate strong communication skills, analytical ability and solid interpersonal skills as well as ability to interface with all levels of management

  • Thrive on working under tight deadlines and perform job requirements both independently and within a team environment.

  • Possess an active and in-scope TS/SCI Polygraph.

Preferred Qualifications

  • Experience managing a language services program

  • Experience integrating novel technologies for program efficiencies

  • Experience with Human Language Technology (HLT) tools and workflows, such as Computer Assisted Translation (CAT), Machine Translation (MT), Speech-to-text, Optical Character Recognition (OCR), Entity Extraction, Sentiment Analysis

  • Experience as a linguist

  • PMP certification
