Leidos is actively seeking an experienced, highly talented NEPA Program Manager for immediate employment in our Washington, DC, Albuquerque, NM, or Oak Ridge, TN office.  We are looking for someone to join our nimble, dynamic team who has 10 or so years of experience to serve in a leadership role in our NEPA business area.   Projects in this business area include those related to U.S. Department of Energy’s (DOE) program offices and sites, particularly those with or planning for nuclear facilities.  The candidate will be responsible for managing NEPA projects from start to finish, directly supervising and developing technical staff, communicating effectively with clients, subcontractors, and other Leidos staff, and participating in business development activities. The primary focus of this position is to provide leadership in developing and executing business in support the completion of environmental documents, including environmental impact statements, environmental assessments, and related analyses for new nuclear installations and modifications. This position requires someone knowledgeable about and with expertise in the fields of nuclear energy and/or radiological sciences. 

This job covers two primary areas of responsibility as: (1) First Line Supervisor; and, (2) Program Manager for DOE National Environmental Policy Act (NEPA), environmental, and related programs.

First Line Supervisor responsibilities revolve around providing line supervision to approximately 6 technical staff members primarily supporting the NEPA work.   The First Line Supervisor is responsible for implementing Leidos company policies and procedures, in particular with regard to review and approval of project activities spanning work planning, completion, quality control, and invoicing; weekly staff timesheets; and review and assessment of staff members’ performance.

PM responsibilities include working closely with client staff (e.g., contracting officer’s representatives, client managers, and subject matter experts).  Additionally, the PM works with Leidos staff across the company, in the pursuit, development, and management of environmental work.  This includes working with project/task order managers; technical staff inside and outside the immediate organization; Leidos project control, contracts, and subcontracts staff; and our team’s subcontractors, as well as serving as a project manager and technical contributor to NEPA efforts.

Primary responsibilities and duties include the following:

  • Plan, develop, coordinate, and manage multi-disciplined NEPA projects with internal and external team members

  • Perform research for and prepare Environmental Assessments, Environmental Impact Statements, and other NEPA documents

  • Analyze environmental impacts from nuclear project activities and develop written descriptions of impacts for environmental documents

  • Review and interpret highly technical reports on a variety of subjects (air quality, archaeology, biology, geology, hazardous materials, historic resources, hydrology, traffic, etc.) and summarize in non-technical language understandable to a lay person

  • Hire and manage specialized subcontractors

  • Coordinate public meetings and other public outreach and engagement tasks, including travel logistics, project newsletters, notices, public announcements, and related materials

  • Participate in meetings and public hearings before agency staff and the public, respond to questions and summarize results of environmental analysis

  • Manage and develop technical staff

  • Contribute to business development activities, including developing and maintaining relationships with our DOE clients, seeking opportunities to assist these clients with NEPA projects, and preparing proposals for such work.

Required Qualifications

  • B.S. Degree in Engineering, Environmental Sciences, or other related field.

  • Twelve or more years of experience successfully preparing NEPA environmental documents and associated technical studies including 3 to 5 years’ experience supporting large federal environmental support programs with particular interest in DOE programs.

  • Knowledgeable in the fields of nuclear energy and/or radiological sciences; and environmental analysis

  • In-depth knowledge of NEPA requirements and experience with implementation of NEPA.

  • Prior experience conducting NEPA analysis and reviews and developing NEPA documents (e.g., Environmental Assessments [EAs], Environmental Impact Statements [EISs], Finding of No Significant Impact [FONSIs], Records of Decisions [RODs]).

  • Strong written and oral communication skills, including the editing, oversight, and preparation of technical reports

  • Proven ability to lead, organize, and direct multidisciplinary teams

  • Ability to work on several projects or issues simultaneously

  • Excellent critical thinking skills

  • Ability to work collaboratively with a team in a fast-paced and creative environment

  • Ability to work independently with a strong work ethic

  • Excellent presentation, strategic thinking, and “people” skills

  • Ability to travel as needed for customer meetings and site visits

  • Demonstrated skills and abilities in negotiation, problem-solving, attention to detail, accuracy and producing high-quality deliverables, project organization and management, fulfilling commitments on schedule and meeting deadlines, mentoring and training staff in preparing effective documents, building strong working relationships, leading and participating in multidiscipline teams

Preferred Qualifications

  • Significant and recent project experience working with DOE, the National Nuclear Security Administration, DOE Laboratories, and other federal or Department of Defense government organizations, executing environmental and radiological analysis work.

  • Current or previous work as a staff supervisor.

  • Current or prior work with a program and/or project manager of relatively large efforts (e.g., greater than $1 million).

  • DOE Q clearance
