Within the Leidos Defense Group the Enterprise and Cyber Solutions Operation sector currently has an opening for a Systems Integration Manager of a portfolio of projects to support large complex data systems for our customer, the Defense Manpower Data Center (DMDC).

The Systems Integration Manager (SIM) for the Defense Civilian Personnel Data System (DCPDS)/Defense Civilian HR Management System (DCHRMS) program is responsible for managing the day-to-day systems integration of the program, including communications, administration, staffing/recruitment, budgeting, and reporting.  

The SIM will have current hands-on working knowledge of Oracle EBS and HCM technologies, to include implementation experience within an Agile framework and will need to be able to lead best practices with both internal and external stakeholders. The ideal candidate will have a background of successfully collaborating with customers and customer stakeholders for DoD agencies.

The SIM must be capable of building a collaborative and innovative culture in an effort to provide our customers with the best possible solutions that meet their strategic goals. This position will also be expected to collaborate closely with functional organizations (HR, contracts, Subcontracts, Finance, Quality Assurance and Program Execution) and be accountable for meeting all work activity (technical, schedule, cost, risk) goals and objectives.  This position will report to the DCPDS/DCHRMS Program Manager.

Primary Responsibilities:

  • List daily duties and/or specific job responsibilities.

  • Lead the system integration of the DCHRMS scrum teams through scrum of scrum meetings.

  • Lead integration meetings with the customer and functional users to coordinate development, configuration management, environment planning, integration, and testing efforts.

  • Lead the migration and deployment efforts of legacy system to cloud based.

  • Manage the configuration management, release management, environmental planning, and testing of DCPDS and DCHRMS systems.

  • Deliver consistent contract (task order/call order) performance in order to meet or exceed all contractual requirements.

  • Build and maintain a trusted advisor relationship with customers while developing a deep understanding of their priorities.

  • Identify innovative solutions designed to address the agency’s business needs.

  • Manage the growth, performance and professional development of staff.

  • Identify risks, resolve problems and verify effectiveness of corrective actions.

  • Manage subcontractor relationships and oversight of staff augmentation.

  • Perform cost control, forecasting and financial management for Task Orders and/or Contract CLINs.

Basic Qualifications:

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years or prior relevant experience.  

  • 8+ years of experience within Federal and/or DoD HR domains.

  • Demonstrated current working knowledge of Oracle HR applications in Oracle cloud environments – Oracle Cloud Infrastructure (OCI) and Human Cloud Management (HCM).

  • Experience formulating a technical strategy and roadmap.

  • Demonstrated ability to lead and direct a high execution tempo, multi-team effort using management skills including project planning, task management, resource management, decision making, communication, and time management. 

  • Ability to develop basis of estimates, schedules, and identify dependencies and constraints for firm fixed priced and time and material contracts. 

  • Experience leading systems integration testing and establishing test automation.

  • Agile Development Methodology working expertise and/or certifications.

  • Engineering and Management Processes (e.g. CMMI) working knowledge and/or certifications.

  • DevSecOps processes and tools working knowledge.

  • Lean Six Sigma processes and/or certifications.

  • Hands on experience implementing and managing Risk and Opportunity Management.

  • Demonstrates integrity, respect, and a commitment to excellence, collaboration, agility, and diversity.

  • Experience effectively communicating at senior levels within a customer organization.

  • Ability to collaborate with Program Management and customers in forming strategies to improve performance, reliability, and cost effectiveness.

  • Experience mentoring staff in order to maintain high levels of performance and positive morale.

  • Knowledge of Federal and DoD industry/government best practices.

  • U.S. Citizenship required with the ability to obtain a Public Trust Clearance.

Preferred Qualifications: 

  • Experience in FedRAMP and Cloud Computing Service Designs.

  • Knowledgeable in ITIL Services and processes; Agile Methodology.
