Job Description:

The Defense Group at Leidos has an opening for a Network Lead at Rock Island, Illinois. This is an exciting opportunity to use your experience to support the Product Leader (PdL) Unified Network Capabilities and Integration (UNCI) Sustainment Tactical Network (STN) Integrated Network Operations Center (INOC) Program. The Sustainment Tactical Network (STN) supports about 20,000 worldwide users accessing DoD sustainment/ Army Sustainment Information/Management Support Systems via approximately 3,700 VSATs located in CONUS / OCONUS using Ku, Ka or X bands.  PdL UNCI efforts include all functions, processes, and operations to operate / maintain systems and the network from user devices (laptops, notebooks, etc) to the DoD network access points.

Services provided: Help Desk, Security, COOP, Voice, data, and video services supported by the STN are determined by mission/user requirements and currently include:

  • 24x7x365 Tier I - III Help Desk

  • Security /COMSEC / Cybersecurity

  • COOP Site Operations

  • Secure Internet Protocol (IP) Router Network (SIPRNET)

  • Non-Secure IP Router Network (NIPRNET)

  • Secure and Non-Secure Video Teleconferencing (VTC)

  • Microsoft domain email

  • Inherent in-network Managed Voice over IP (VoIP) Service

  • Secure and non-secure VoIP with Defense Switching Network (DSN) gateway access

The Network Lead will need subject matter expertise and experience in hiring, training, certifying, and leading a team of Network Engineers and Systems Administrators in the 24x7x365 operations, administration, and maintenance of mission critical DoD voice, video, and collaborative communications networks. Communicates with colleagues across multiple areas (e.g. Program Managers, Operations Manager, Systems Lead, SATCOM Lead, etc.) to ensure the NOC contracting teams are in lock step with operational requirements. Requires working knowledge of and ability to apply standards, principles, theories, concepts, and techniques of technical domain.

Basic Responsibilities

  • Oversee engineering project progression network operations and support activities.

  • Support preparations of technical implementation plans to provide integrated solutions, including actions, milestones, timelines and critical paths required for complete solutions.

  • Coordinate subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions.

  • Identification and management of issues, risks, dependencies.

  • Collaborate with key partners in various technologies to de-conflict efforts.

  • Status reporting to the UC Operations Engineering Manager and customers.

  • Creating, documenting, and executing action plans.

  • Work with the customer and external stakeholders to accomplish program goals.

  • Manages multiple aspects of engineering tasks simultaneously.

  • Monitor, adjusts and reports on operations performance and schedule.

Basic Qualifications

  • Active DOD Secret security clearance and U.S. Citizenship.

  • Requires a Bachelors degree and 8 or more years of prior relevant experience or Masters with 6 or more years of prior relevant experience. Additional years of experience will be considered in lieu of degree.

  • 4+ years of experience supervising or leading teams or projects.

  • Active systems engineering certification(s) in at least one (1) of the following: Certified Systems Engineering Professional (CSEP); Microsoft Certified Systems Engineer (MCSE).

  • Active network certification(s) in at least one (1) of the following; Cisco Certified Network Administrator (CCNA); Cisco Certified Network Professional (CCNP).

  • Active security certification(s) in at least one (1) of the following: CompTIA Security+; Certified Information Security Professional (CISSP).

Preferred Qualifications

  • Technical (hands-on) experience with networking, VSAT, Cybersecurity Compliance, systems engineering standards, and technical procedure documentation.

  • Knowledge of operations testing and evaluation methods.

  • Experience in network and cybersecurity design, engineering and operations.

  • ITILv4 Foundation Certification.

  • Familiarity with engineering project management from project charter and initiation documentation to completion.

  • In-depth knowledge and practical experience implementing, administering, performing testing, and analyzing network systems.

  • In-depth experience in network engineering, configuration management, problem management, and performance management.

  • Working knowledge of Voice application service networks, to include network appliances (e.g., Unified Communications.

  • Managers (Call Managers), voice switches, media gateways, routers, load balancers, firewalls).

  • Technical depth in network services and architecture (BGP, OSPF, DHCP, DNS, TCP/IP, WAN, VPN, VLAN, VRF, etc).

  • Large complex network engineering experience.

  • Excellent written, oral and presentation skills, especially in conducting cross-training events for the team.
