We are in search of a Systems Lead to join our STN INOC team located in Rock Island, Illinois. As a member of this team, you will be utilizing your experience to support the Product Leader (PdL) Unified Network Capabilities and Integration (UNCI) Sustainment Tactical Network (STN) Integrated Network Operations Center (INOC) Program. The Sustainment Tactical Network (STN) supports about 20,000 worldwide users accessing DoD sustainment/ Army Sustainment Information/Management Support Systems via approximately 3,700 VSATs located in CONUS / OCONUS using Ku, Ka or X bands. PdL UNCI efforts include all functions, processes, and operations to operate / maintain systems and the network from user devices (laptops, notebooks, etc) to the DoD network access points. Services provided: Help Desk, Security, COOP, Voice, data, and video services supported by the STN are determined by mission/user requirements and currently include:

The Systems Lead will perform Information Technology system integration, performance analysis, requirements engineering, testing and evaluation, and other necessary disciplines for successful system development, design, implementation, sustainment, and decommission. Provide technical leadership to a team of System Engineers / Analysts and works closely with the Network Lead and SATCOM Lead. The System Engineers perform analysis, design, deployment and lifecycle support for STN INOC systems and applications, and ensure all aspects of a project/system are properly evaluated and integrated with the end capability. The Systems Lead will perform engineering analysis of legacy systems/services to identify duplicative capabilities, gaps, critical activities, candidates for scaling to enterprise-level, streamlining opportunities, efficiencies, and overall areas for improvement. Identify issues affecting end-to-end performance of systems, provide engineering support to system testing and modeling efforts, and assist in the development and implementation of strategic solutions. Support analysis and determination of risk probability and enterprise impact, prioritization of perceived risks, and establish risk monitoring and mitigation strategies.
Required Experience, Skills, and Education:
Requires a Bachelors degree and 8 or more years of prior relevant experience; or Masters degree with 6 or more years of prior relevant experience. Additional years of experience will be considered in lieu of degree.
Technical (hands-on) experience with networking, VSAT, Cybersecurity Compliance, systems engineering standards, and technical procedure documentation.
DoD 8570 IAT II certified.
Preferred Experience, Skills, and Education:
Ability to logically and systematically convert customer or product requirements into total system solutions that acknowledge technical, schedule, and cost constraints.
Subject matter expertise on enterprise information systems / security architecture and ability to apply these to the organization's overall technical strategy.
Strong ability to work well with a diverse staff.
Demonstrated experience in making processes more efficient.
Excellent written, oral and presentation skills, especially in conducting cross-training events for the team.
Knowledge of operations testing and evaluation methods.
Experience leading a technical team.
Active network certification(s) in at least one (1) of the following; Cisco Certified Network Administrator (CCNA); Cisco Certified Network Professional (CCNP).
Active security certification(s) in at least one (1) of the following: CompTIA Security+; Certified Information Security Professional (CISSP).
Active systems engineering certification(s) in at least one (1) of the following: Certified Systems Engineering Professional (CSEP); Microsoft Certified Systems Engineer (MCSE).
ITILv4 Foundation Certification.
Ability to analyze and study complex system requirements such as:
Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
Apply the Concept of Operations set of disciplines for the planning, analysis, design and construction of information systems across a major sector of an organization.
Demonstrate knowledge of the practical application of engineering, science, and technology.
Active DoD Secret security clearance and U.S. citizenship.
