Job Description:

The Defense Group at Leidos has an opening for a Program Manager at Rock Island, Illinois. This is an exciting opportunity to use your experience to support the Product Leader (PdL) Unified Network Capabilities and Integration (UNCI) Sustainment Tactical Network (STN) Integrated Network Operations Center (INOC) Program. The Sustainment Tactical Network (STN) supports about 20,000 worldwide users accessing DoD sustainment/ Army Sustainment Information/Management Support Systems via approximately 3,700 VSATs located in CONUS / OCONUS using Ku, Ka or X bands.  PdL UNCI efforts include all functions, processes, and operations to operate / maintain systems and the network from user devices (laptops, notebooks, etc) to the DoD network access points.  Services provided: Help Desk, Security, COOP, Voice, data, and video services supported by the STN are determined by mission/user requirements and currently include:

  • 24x7x365 Tier I - III Help Desk

  • Security /COMSEC / Cybersecurity

  • COOP Site Operations

  • Secure Internet Protocol (IP) Router Network (SIPRNET)

  • Non-Secure IP Router Network (NIPRNET)

  • Secure and Non-Secure Video Teleconferencing (VTC)

  • Microsoft domain email

  • Inherent in-network Managed Voice over IP (VoIP) Service

  • Secure and non-secure VoIP with Defense Switching Network (DSN) gateway access


Basic Responsibilities
The Program Manager will be responsible for organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing functional contracting team leads. The Program Manager will provide overall direction of program activities, manage and maintain contractor interface with the senior levels of the customer's organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with program and project task schedules and costs and contractual obligations. The Program Manager will establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative.

Basic Qualifications

  • Active DOD Secret security clearance and US Citizenship required. 

  • Requires a Bachelors degree and 8 or years of prior relevant experience; or a Master's degree with 6 or more years of prior relevant experience. Additional years of experience will be considered in lieu of degree.

  • 4 or more years of experience supervising or leading teams or projects. 

  • Active security certification(s) in at least one (1) of the following: Certified Information Security Professional (CISSP); Certified Information Security Manager (CISM).

Preferred Qualifications

  • Active Project Management Institute (PMI) Project Management Professional (PMP) certification.

  • Technical (hands-on) experience with networking, VSAT, Cybersecurity Compliance, Cybersecurity Risk assessments, and technical procedure documentation.

  • Knowledge of operations testing and evaluation methods.

  • Experience managing a technical team in an operational environment (24 x 7 and NOC considered a plus).

  • Experience in network and cybersecurity design, engineering and operations.

  • Experience with NIST SP 800 series or ISO 27001 series documents for information security management and risk assessment.

  • ITILv4 Foundation Certification.

  • Capable of planning, coordinating, and directing the activities of administrative, project, and technical personnel. 

  • Thorough understanding and experience in the complete life-cycle management of military systems.

  • Knowledge and experience with Department of Defense (DOD)/Army plans, policies, standards, and methods aimed at the acquisition and support of military systems. 

  • Capable of managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

  • Capable of providing direction for operations and ensuring compliance with all management policies, plans, and procedures. 

  • Capable of providing recommendations for resolution of technical problems.

  • Experience working in a heavily regulated and/or audited environment.

  • Excellent written, oral and presentation skills, especially in conducting cross-training events for the team.
