We are in search of a SATCOM Lead to join our STN INOC team located in Rock Island, Illinois. As a member of this team, you will be utilizing your experience to support the Product Leader (PdL) Unified Network Capabilities and Integration (UNCI) Sustainment Tactical Network (STN) Integrated Network Operations Center (INOC) Program. The Sustainment Tactical Network (STN) supports about 20,000 worldwide users accessing DoD sustainment/ Army Sustainment Information/Management Support Systems via approximately 3,700 VSATs located in CONUS / OCONUS using Ku, Ka or X bands. PdL UNCI efforts include all functions, processes, and operations to operate / maintain systems and the network from user devices (laptops, notebooks, etc) to the DoD network access points. Services provided: Help Desk, Security, COOP, Voice, data, and video services supported by the STN are determined by mission/user requirements and currently include:

Secure Internet Protocol (IP) Router Network (SIPRNET)

Secure and non-secure VoIP with Defense Switching Network (DSN) gateway access
The SATCOM Lead will assume a technical leadership role in the modernization and development of satellite communications (SATCOM) systems. Candidates will lead efforts on a wide range of engineering challenges including; knowledge of how telecommunications equipment and services work and ability to address disruptions and implement and/or commend corrective actions. Understanding of the complexities of broadband services, provisioning circuits and other Telco-provided services, and diagnosing telecommunications problems to their sources. Clear understanding and implementation requirements of telecommunications industry standards and satellite link budget analysis is required to provide clear guidance to subordinates and properly communicate with management and stakeholders. Candidates should have basic knowledge of IP protocol, Ethernet networking, serial communications protocols, and Mechanical Layout/Applications/Assemblies. Basic knowledge of 802.11 WiFi communications, antennas, RF propagation, and RF site surveys.

Responsibilities Include:
Understand and analyze multi-disciplinary satellite communications problems; define potential solutions; conduct in-depth technical analysis, assessments, and trades; and communicate to senior leadership the results of technical studies in a systems engineering context.
Detailed modeling and simulation of communications channel, modulation and demodulation techniques, error correction coding, and interleaving will be required. M&S will involve astrodynamics, Two Line Element (TLE) set propagation, link budget estimation, and other mathematically heavy algorithms to be created as a part of this role.
Develop and analyze requirements, conduct system level and component level trade studies, specify radio frequency (RF) communications performance and interfaces, and advise on technology investments.
Contribute to and/or oversee broad parametric technical trade space analyses to define future space transport layer force designs.
Link mission area force designs together with a holistic view of the entire space enterprise to ensure that a multi-disciplinary view is taken across the enterprise and refine force designs with a cross-mission enterprise perspective.
Develop technical white papers and briefings on communications system design and development issues.
Required Experience, Skills, and Education:
Requires a Bachelors or equivalent experience and 8 or more years or prior relevant experience; or a Masters with 6 or more years of prior relevant experience. 4 or more years of additional related years of experience is accepted in lieu of a degree.
Generally has 2 or more years of experience supervising or leading teams or projects.
Active SATCOM certifications in the following; iDirect: Advanced Operations and Maintenance; iDirect Quality of Service Boot Camp.
Active network certification(s) in at least one (1) of the following; Cisco Certified Network Administrator (CCNA); Cisco Certified Network Professional (CCNP).
Active security certification(s) in at least one (1) of the following: CompTIA Security+; Certified Information Security Professional (CISSP).
Preferred Experience, Skills, and Education:
Technical (hands-on) experience with systems engineering standards and technical procedure documentation
Knowledge of operations testing and evaluation methods
Experience in network and cybersecurity design, engineering and operations
Familiarity with engineering project management from project charter and initiation documentation to completion.
Familiarity with one or more SATCOM systems to include: Military Satellite Communications, wideband SATCOM, and/or emerging commercial SATCOM
Understanding of the current state of technology in areas such as: RF, antennas, DSP, etc
Familiarity with acquisition strategy, development, and platform integration of SATCOM systems
Large complex network engineering experience
Excellent written, oral and presentation skills, especially in conducting cross-training events for the team
Clearance Required:
Active DOD Secret security clearance and US Citizenship required.
