The Defense Group at Leidos has an opening for an Operations Manager at Rock Island, Illinois. This is an exciting opportunity to use your experience to support the Product Leader (PdL) Unified Network Capabilities and Integration (UNCI) Sustainment Tactical Network (STN) Integrated Network Operations Center (INOC) Program. The Sustainment Tactical Network (STN) supports about 20,000 worldwide users accessing DoD sustainment/ Army Sustainment Information/Management Support Systems via approximately 3,700 VSATs located in CONUS / OCONUS using Ku, Ka or X bands. PdL UNCI efforts include all functions, processes, and operations to operate / maintain systems and the network from user devices (laptops, notebooks, etc) to the DoD network access points. Services provided: Help Desk, Security, COOP, Voice, data, and video services supported by the STN are determined by mission/user requirements and currently include:

The Operations Manager will provide all aspects of senior technical leadership for an Integrated Network Operations Center. This position requires daily interaction with contracting team, partners, Government leadership (all levels), and multiple internal/external stakeholders. This position is one of the three most significant/critical leadership positions on the program and requires significant experience/knowledge of VSAT, network operations, cyber, and Information Technology Services Management (ITSM); in addition to proven leadership skillset to drive a multi-disciplined team to execute accordingly.
Exceptional management, communication and interpersonal skills are a necessity; including the ability to effectively communicate via written and verbal media. The Operations Manager is responsible for providing technical oversite and managing the scheduling of NOC activities, in addition to helping drive advancement in state of the art strategies for techniques and tools.
This position will assist with building the team, including development, training and mentoring; establishing standards for high quality of deliverables and outputs; tuning and creating processes and procedures for the NOC; and creating a sense of ownership and dedication to the mission. Position may include up to 10% travel both locally and worldwide.
Establish the operational rhythm and standards for the NOC contracting team.
Oversee scheduling and resource performance.
Oversight for projects.
Lead and manage employees conducting NOC mission.
Be familiar with the scope of NOC activities, sufficient to be able to provide guidance on the activities to the staff.
Validate continual improvement and technical advances.
Maintain a forward-leaning ops tempo that includes continual validation and improvement across all NOC functions.
Maintain situational awareness of escalated events regarding NOC functions.
Report on NOC activities and deliver NOC recommendations in accordance with Government and contractual requirements.
Serve as a Subject Matter Expert (SME) within the team for technical expertise.
Develop program of training and coaching sessions for NOC personnel.
Create, review, and approve new procedural documentation.

Active DOD Secret security clearance and US Citizenship required.
Bachelor's degree preferably in a technical discipline with 8 or more years of relevant experience; or Master's degree with 6 or more years of relevant experience. Additional years of experience will be considered in lieu of degree.
Generally has 4 or more years of experience supervising or leading teams or projects.
Minimum 3 years of direct staff management experience in delivery of information systems or computer network support services.
Active Advanced networking certification(s) in at least one (1) of the following: Cisco Certified Network Professional (CCNP); Cisco Certified Internetwork Expert (CCIE).
Active security certification(s) in at least one (1) of the following: Certified Information Security Professional (CISSP); Certified Information Security Manager (CISM)
Technical (hands-on) experience with networking, VSAT, Cybersecurity Compliance, Cybersecurity Risk assessments, and technical procedure documentation.
Knowledge of operations testing and evaluation methods.
Experience managing a technical team in an operational environment (24 x 7 and NOC considered a plus).
Experience in network and cybersecurity design, engineering and operations.
Experience with NIST SP 800 series or ISO 27001 series documents for information security management and risk assessment.
ITILv4 Foundation Certification.
In-depth understanding of network / security architectures, technical platforms, threat management standards and industry best practices.
Subject matter expertise on enterprise information systems / security architecture and ability to apply these to the organization's overall technical strategy.
Knowledge of cyber threats and vulnerabilities as they relate to operations.
Knowledge of specific operational impacts of cybersecurity lapses as they relate to operations.
Ability to apply an organization's goals and objectives to develop and maintain the team’s operations architecture.
Knowledge of integrating the team’s goals and objectives into team’s technical and/or functional architecture.
Strong ability to work well with a diverse staff.
Demonstrated experience in making processes more efficient.
Knowledge of laws, regulations, policies, and ethics as they relate to the cybersecurity area of expertise.
Experience working in a heavily regulated and/or audited environment.
Excellent written, oral and presentation skills, especially in conducting cross-training events for the team.
