Job Description:

Facilities Security officer

The FSO is responsible for ensuring Mission Essential and all cleared employees are compliant with the National Industrial Security Program, Defense Counterintelligence and Security Agency, JAFAN 6/0, as well as Intelligence Community Directives and Program Guidance (ICDs and ICPGs). The FSO/CSSO will manage, oversee, and provide expert opinion and actions on matters concerning national security compliance as it relates to the NISPOM. This position will also assist IT personnel in providing security support for classified networks through government sponsors. Manage all roles and responsibilities of the FSO regarding the management of an accredited SCIF. As the Lead on-site Security Specialist, must be able to manage office functions and train or task junior staff as required. Strong program security experience with multiple customers is required to understand the complexities of each customer and their unique clearance processing protocols.

DUTIES AND RESPONSIBILITIES:

Complete required data reports for both customers & internal personnel as required

Provide classified processing systems support to IT department

Maintain security database, internal database when needed

Ensure Mission Essential is compliant with all DCSA/CAF, and other government customer requirements

Develop policies and procedures as it pertains to the NISP; conducts NISP briefings if needed

Develop Standard Operating Procedures and perform duties pertaining to government customer requirements

Communicate effectively with the Program Manager of the contract customer in biweekly meetings, internal Security Team and any of the possible 35 tenants that could be occupying the building.

Assist in security compilations, quality assurance maintenance, and member of response team for Secure Space alarms

Administer and Assist with DD254 requests and tracking for prime and sub-contractor companies

Perform all related duties associated with managing and maintaining accredited space(s)

Strong understanding of access control and alarm system response; issuance and controlling of badges and credentials

Conduct and prepare Self-Inspection reports in accordance with government criteria

Conduct investigations into security incidents/violations; ensure corrective action(s) is initiated and violations are reported

Must have the ability to carry out the duties expected of a Security Officer when faced with difficulty and coordinate with all levels of personnel/management.

Manage classified hardware excessing / toner destruction

Keep up to date on all activities and changes with NISPOM and communicate these changes to the IT, facility and security employees on contract and if it applies the Tenants of the building.

Perform other duties as assigned

REQUIREMENTS

Minimum Qualifications:

Bachelor's degree in Administration of Justice, Criminal Justice, Law Enforcement or related field or the equivalent plus a minimum of 3-5years relevant experience

Solid knowledge of all security policies and procedures and ability to interpret security requirements and apply them consistently across diverse situation

Solid knowledge of all general functions and substantial understanding of policies and procedures to include the National Industrial Security Program Operating Manual (NISPOM)< National Industrial Security Program Operating Manual Supplement (NISPOMSUP), National Security Agency (NSA) Industrial COMSEC Manual, 90-1, specific Program Security Directives

Solid knowledge and application of DISS (previously JPAS)

Six (6) years or more minimum industrial Security work experience; to include strong physical security and personnel security experiences; with multiple customers

Current Top Secret Security Clearance with SCI Eligibility, willingness to submit a polygraph if required

FSO Certification for possessing facility

Program Security experience required (CSSO)

Desired Qualifications:

Extensive PERSEC experience

Special Access Program experience desired; must understand special access program requirements

Experience in managing and maintain FCL and requirements association with facility accreditation; ICD 705/ICS 705 and respective

Previous security experience managing a classified program in support of the Intelligence Community

Strong COMSEC background
