Job Description:

Leidos currently has an opening for an Information System Security Engineer (ISSE) on the GSM-O II program in support of the Joint Service Provider (JSP). The position will have a direct impact maintaining and improving the security posture of a primary IT and cybersecurity service provider to the Pentagon and DoD across the National Capital Region. The ISSE will provide support at one of three primary locations in Arlington, Alexandria, and Crystal City. An active Secret security clearance is required prior to start.

Primary Responsibilities:
Under the direction of the Government Organization Information System Security Manager (ISSM) the Information System Security Engineer (ISSE) specific responsibilities include:

  •     Develop ISSE Support Schedule with timeline of system vulnerability analysis projects.

  •     Submit ISSE Vulnerability Assessment Reports for all assigned systems.

  •     Submit ISSE System Security Assessment with analysis of findings.

  •     Ensure security requirements are effectively integrated into systems through security architect, design, development, and configuration input.

  •     Work across multiple Teams to ensure continuous monitoring requirements are incorporated into system development for new and existing systems.

  •     Coordinate security and privacy engineering activities with agency Information System Security Managers, senior agency officials for privacy, architects, Information System Owners, common control providers, and system security or privacy officers.

  •     Employ best business practices for software security analysis.

  •     Ensure implementation of mechanisms that protect information and information systems through confidentiality, integrity, and availability to include compliance with privacy protection requirements.

  •     Provide security engineering throughout the system development life-cycle, such as; network design and configuration analysis.

  •     Support Risk Management Framework (RMF) efforts through system assessments; identifying system modifications for compliance; recommending security risk mitigation solutions; assisting with technical aspects of RMF package preparation for validation; and provide RMF vulnerability documentation.

  • •    Support new system development or upgrades with pre-test security engineering preparation and analysis of results with recommendations.

  • •    Import vulnerability assessment findings into eMASS and conduct POA&M follow-up to ensure mitigation.  As well as provide monthly roll-up report of POA&M status to Information System Owners.

  • •    Assist with the acquisition phase of new system procurement by translating security controls to design requirements and integrating them into system specifications.

  • •    Assist in conducting vulnerability assessments of systems:  Identify testable cyber security requirements, determine the test and evaluation strategy, characterize the cyber-attack surface, oversee and assist with conducting vulnerability assessments of systems and interfaces including end-to-end assessments, and identify potential and actual impacts to the system under test.  Provide a vulnerability report of the findings and upload into eMASS.

Required Skills:

  •     Bachelor's degree in Information Security, Information Systems, or related discipline and 12+ years of direct experience; or Master’s degree and 10+ years of experience. Additional relevant/specialized training and experience may be substituted in lieu of degree.

  •     Significant experience with DoD implementation of the Risk Management Framework (RMF) and governing directives (NIST, CNSS, DSS, etc.)

  •     Extensive experience creating and/or updating vulnerability assessment reports.

  •     The qualified candidate shall have superb customer service skills and the ability to work independently, prioritize, schedule, and complete multiple tasks along with extensive knowledge and experience in specialized area of expertise, especially as it relates to the Department of Defense (DoD).

  •     Hands-on experience conducting vulnerability assessment and analysis utilizing SCAP, ACAS/NESSUS and DISA STIGs.

  •     Possess a current DoD 8570.01 compliant certification for IAT Level II, e.g. Security + w/CE prior to start.

  •     An active DoD Secret clearance is required for consideration.

Preferred Qualifications:

  •     Current DoD Top Secret clearance

  •     Substantial experience conducting security audits of information systems.

  •     Extensive training or experience with Windows based Information Systems standards with a working knowledge of LINUX & Solaris operating systems.

  •     Current Certified Information System Security Professional (CISSP) certification or CompTIA Advanced Security Practitioner (CASP) in accordance with DoD 8570.01 Information Assurance System Architect and Engineer (IASAE) requirement.
