Command & Control
Leidos is looking for a high performing candidate to fill a position supporting the nation's nuclear deterrence mission with the National Nuclear Security Administration (NNSA) Office of Defense Programs, Secondary Stage Production Modernization Program Office as a Program Analyst. This position requires a person with experience in assisting Federal Program Managers with programmatic oversight of work scope, in addition to experience in NNSA’s planning, programming, budgeting and evaluation process or other Federal budgeting process developed during engagement with Federal and/or Defense agencies.
Support the office with day-to-day oversight, guidance, and coordination of the office, including development of office procedures/processes for meeting the program mission and coordination of scheduling, taskers, correspondence, reports, and other deliverables.
Maintain current awareness of both program office and Defense Programs structure, scope, and roles and responsibilities to assist in running an efficient office and coordinating and contributing to office deliverables.
Provide support in the preparation, coordination, review and submittal of program deliverables.
Track and facilitate programmatic action items and deliverables to ensure timely submissions that meet program needs and assist the program office in running more effectively.
Prepare program budget documentation including developing and maintaining complex spreadsheets and providing input to program planning documents & budget briefings (implementation plans, program plans, budget justifications, Reports to Congress, etc.)
Provide Federal Program Managers with clear, concise, accurate and timely budget analyses and information to support programmatic decision-making processes and response to short-notice what-if inquiries from within NNSA, the Secretary of Energy, and other senior Departmental officials.
Develop communications to internal and external stakeholders to support mission strategy messaging.
Active DOE Q or DOD TS clearance, or ability to attain a DOE Q clearance.
Required Education, Experience, and Skills:
Bachelor’s degree in a program management, finance, or science discipline.
2 years of related program management/budget analysis experience.
Expertise with NNSA or DOD Planning, Programming, Budgeting and Evaluation (PPBE) process.
Excellent verbal and written communication skills.
Expertise with Microsoft Office Products (Excel, Word, PowerPoint, Teams) and virtual meeting platforms (WebEx, Zoom).
Master’s degree in a related field from an accredited university.
Experience in program/budget management and analysis for the Nuclear Security Enterprise.
Knowledge of earned value management and program management/scheduling tools and techniques (Microsoft® Project, Primavera Project Planner ®, etc.).
