The Leidos National Airspace System (NAS) Implementation Support Contract (NISC), supporting the Federal Aviation Administration (FAA) Spectrum Engineering Office located at the FAA William J. Hughes Technical Center, Egg Harbor Township, NJ currently has an opening for a mid-level Program Analyst. This is an exciting opportunity to use your experience to support the FAA Spectrum Engineering mission to provide every pilot and air traffic controller interference-free communications, navigation, and surveillance services.  This position will provide support for Spectrum Engineering staff. Tasks will include project/program planning, action recommendations, and providing general program analysis support.  Activities will include research, planning, generating reports and process documentation, and advising management staff.  Financial and metrics tracking to facilitate on demand access to critical data, budget formulation and projections, cost and requirements tracking.  Research, planning, generating reports and process documentation, advising leadership staff and providing support at budget meetings.  Use of the FAA Automated Information Tracking System for asset tracking.  Develop and prepare high-level presentations for FAA managers, provide technical writing assistance to organize and translate complex data into clear and usable issue papers, reports, articles, briefings, job aids, and guidance documents for diverse target audiences and complete said deliverables as required. Provide purchase requisition functions including submitting requisitions, obtaining approvals, and tracking shipments for use in budget formulation and tracking.  Assist in the formulation of non-technical reports on program activities and status updates.  The ideal resource will be a detail-oriented, self-starter who enjoys working with teams.

Primary Responsibilities

Compiles and reviews budgets using actual performance, previous budget figures, expense reports, and other data sources to control funds and provide for proper financial administration.

Ensures costs are allocated according to established procedures.

Analyze and maintain all files required to support financial system and provide demonstrations to leadership.

Provide support for budget and finance inquiries and supply supporting documents when needed.

Research, planning, process documentation oversight and general program analysis support.

Provide assistance with planning and scheduling briefings/meetings including the compilation and administration of background and support material, arranging facilities and coordinating accommodations.

Schedule, coordinate and provide support for meetings by capturing related notes. Document and track action items through to completion.

Analyze and identify all issues in processes, lessons learned, best practices, and provide recommendations for improvements.

Develop communication plans, briefing materials, or other media for internal and external use.

Reviews all documents for proper content, format, grammar, maintain program documents and assist with analysis of program performances.

Preparing client deliverables including development of presentations, issue papers and reports, preparing correspondence, memorandums and letters.

Activities include research, planning, process documentation oversight and general program analysis support.

Develop agendas, meeting resources, minutes and action item summaries.  

Basic Qualifications

Bachelor’s degree and 4 – 8 years of prior relevant experience or Masters with 2 – 6 years of prior relevant experience.

Additional years of related work experience may be used to off-set not having a degree at the hiring manager's discretion.

Proficient in the use of Microsoft Office including expert level use of Excel.

Must be a US citizen with current security clearance or be able to obtain and maintain a Secret Clearance within the first year.    

Preferred Qualifications

Knowledge of FAA resource management systems: DELPHI, REGIS, PRISM.

Knowledge of FAA Automated Information Tracking System.

Experience formulating and executing FAA Operations (OPS) budgets.
