Job Description:

Leidos is seeking an experienced contract and proposal intake professional to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.

This person is responsible for performing reviews on all communication that is received concerning Request for Proposals (RFPs), contract modifications, award fee plan updates or anything else that may come thru the contracts team or systems used for contract updates. The individual will then coordinate with the right teams that are impacted by the updates to ensure the information received from the government customer thru various means, such as via email or through customer portals are quickly reviewed, the impacts are thoroughly understood, the information is communicated to the proper teams, and actions are closed out as needed. In addition the successful candidate will develop and implement new efficient review processes, and checklists, and communication frameworks to ensure all parties are properly notified on all RFP updates and questions that are received from the customer.

The Intake Administrator will directly support the three domains of SMIT, inclusive of MCEN, ONE-Net and NMCI, serving as a core member of the Order and Growth Team. The candidate will support program modifications, RFPs, project orders/requests as well as other new business as identified. Candidate will be expected to have an understanding of standard Federal contracting practices especially in the area of RFPs. In this position, the candidate will need to exhibit strong independent initiative skills, and the ability to work with program and functional teams to meet objectives.

Primary Responsibilities

  • Identify and track all RFP, contract modification, IDIQ updates, award fee plan changes or any other communication contract related communication that is received thru various channels, ie. via email or customer portals, such as RAPT

  • Monitor RAPT notifications for new RFPs and other status change notifications 

  • Perform in-depth reviews of all RFP updates, status changes, added documentation, and questions that are received

  • Perform in-depth reviews of all contract related communication and updates that are received to ensure it is fully understood

  • Based on analysis that is completed on the communication received, determine which groups need to be notified of the recent changes and modifications.

  • Track all updates that are received and ensure any actions that need to be taken based on these updates are resolved.

  • Liaise between various groups across the program and help coordinate the communication and actions that must be taken due to the updates received.

  • Other duties as required

Basic Qualifications

  • BA/BS degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience.

  • Strong communication skills and ability to build relationships with business and technical teams

  • Prior experience in federal contracting and proposal development

  • Strong analysis skills, with the ability to identify and improve processes and determine needs to successfully develop solutions in short turnaround timeframes

  • Experience coordinating across multiple functional areas within a corporation

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Utilization of tools such as SharePoint, MS Project, Excel, and Word

  • Excellent verbal and written communication skills, with the ability to succinctly communicate with executive leadership

  • US citizenship and the ability to obtain a DoD SECRET security clearance 

Preferred Qualifications

  • Currently possess an active DoD SECRET security clearance

  • Working knowledge of Leidos’ contracting management processes

  • Experience working in a contracts shop on the contractor or government side

  • Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)

  • Prior experience with Navy programs

  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines
