Leidos is seeking a BOE Developer to support the Service Management, Integration, and Transport (SMIT) contract. SMIT is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.
The BOE Developer will be a member of the SMIT Growth Team, leading the estimating process for assigned bids, proposals, ROMs and other contract activity. For a given effort, assigns estimating team tasks, develops estimates when required, and ensures that appropriate resource estimates are prepared and documented for all effort to be performed in response to contract requirements. Ensures that estimates, including supporting rationale, substantiation and assumptions, are provided to contracts, pricing and others for use in proposals. Coordinates BOE development compiling inputs from individual estimators into an estimate. Instrumental to the execution of the estimating process. Responsible for documenting the labor estimation approach, which requires a thorough understanding of the technical and staffing solutions to develop supporting BOE information.
Review Statement of Objectives from the customer to evaluate task order requirements/needs
Supports requirements analysis and interpretation with Solution Lead and Proposal Manager in support of RTM creation and BOE analysis
Significant collaboration and coordination with external customers, management, subcontractors, vendors, and other program teams (technical, functional, etc.)
Leads and directs BOE teams made up of subject matter experts and solution leaders
Analyze, evaluate, and plan methods of approach to BOEs
Support activities for process creation/process improvement including providing recommendations in this area
Supports one or more of the following BOE methods for use on assigned efforts: Directed, Analogy, Parametric, Task Decomposition, Expert Opinion and Commercial Item Acquisition
Requires a BA degree and 8-12 years of prior relevant experience or Masters with 6-10 years of prior relevant experience.
Requires an Active Secret Security Clearance
Experience with requirements analysis and BOE development
Experience leading matrixed teams
Desire to succeed in an ambiguous environment, with the fortitude to drive tasks to closure
Understanding of program and staffing documentation, inclusive of Basis of Estimates, EACs, Staffing Models/Projections, and Program Management Plans
Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment
Understanding of various contract types (T&M, CPFF, and FFP)
Proficient Excel user
Previous infrastructure, engineering, project management or program management experience
Currently possess an active DoD SECRET security clearance
Advance Excel user
Experience working on DoD programs
PMP, APMP, ITIL, or Lean Six Sigma certifications
Experience developing BOEs for a Navy customer
