Leidos is seeking a Chief Mission Officer (CMO) to join a program team supporting a Government customer in a highly complex intelligence analysis environment. The CMO directly supports the Program Manager (PM), who is responsible for the overall performance of the program. The CMO serves as the chief intelligence analyst for the program, providing oversight and technical direction to a diverse team of up 300 resources supporting strategic intelligence analysis, working in a high-pressure, mission-focused environment, and delivering outstanding results under changing priorities, tight deadlines and constraints. The CMO works with senior analytic team leads to assess current and future requirements, analytic quality and production statistics, and staff/team experience, qualifications and process maturity. The CMO develops, implements and oversees a comprehensive analytic quality management process to ensure that all program and contractual analytic quality and production goals are met, and that the program team continually improves performance over the life of the contract. The CMO is responsible for identifying needs for analyst and analyst support staff training, developing the program analytic training plan and providing oversight over program analytic training. As priorities change and new analytic requirements arise, the CMO works with senior Government personnel to develop standards, processes and metrics for these new efforts. The CMO then designs, develops and implements plans to address the new requirements, including developing requirements for additional staff and development of training for existing staff. The CMO works with the PM, Government and contractor team personnel to identify, develop and implement opportunities for innovation and process improvement.

Performance objectives may include: analytic quality and production quantities, training of personnel and subjective Government satisfaction ratings.

The CMO serves as the chief intelligence analyst for the program and primary advisor to the PM on analytic support to the contract, focusing on mission support, analytic performance, quality management, training and innovation/continuous improvement.

  • Supports the PM in both day-to-day management and long-term strategic development of program intelligence analysis capabilities
  • Represents the PM as the chief analyst in matters concerning analytic issues and performance with senior Government managers and analysts
  • Responsible for oversight of team analytic performance across the contract
  • Provides technical direction to subordinate senior analysts and team leads on challenging analytical issues
  • Reviews job descriptions and requisitions for analytical personnel to ensure current and future requirements are addressed
  • Participates in interviews of selected personnel in key program analytic positions
  • Designs, develops and implements the program analytic quality management process
  • Designs, develops and implements the program analytic training program
  • Reviews assessments of training effectiveness and makes necessary adjustments to program training
  • Interfaces with Government customer and end customer managers and senior analysts to assess and improve mission performance
  • Facilitates collaboration and information sharing between different elements of the program team; and with disparate Government staffs, from both the primary customer and other stakeholders
  • Maintains awareness of future changes to the threat, Government/partner capabilities, environment and technology, and proactively aligns mission capabilities to address and exploit future challenges and opportunities
  • Working with program and Government personnel, designs, develops and implements opportunities for innovation and process improvement, to increase analytic quality and production throughout the life of the contract

Basic Qualifications

  • A minimum of 12 years of experience in strategic all source analysis.
  • A minimum of four years of supervising teams of analysts, while being responsible for team analytic quality, training and production.
  • Excellent written and oral communication skills, including proven experience producing finished intelligence products written to ICD-203 standards.
  • Experience collaborating and coordinating across project teams and components facilitating information sharing, reuse and productivity improvements.
  • Ability to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness.
  • Demonstrate integrity, respect, and a commitment to excellence, collaboration, agility, and diversity.
  • Experience effectively communicating at senior levels within a customer organization.
  • Experience mentoring staff in order to maintain high levels of performance and positive morale.
  • In scope TS/SCI clearance with a polygraph.
  • US Citizenship is required due to the nature of the government contracts we support.


  • Requires a Bachelor’s degree and 12 years of prior relevant experience or Masters with 10 years of prior relevant experience.
  • A minimum of six years of experience in strategic all source analysis, writing to ICD 203 standards.
  • A minimum of four years of supervising teams of analysts, while being responsible for team analytic quality, training and production.

Preferred Qualifications:

  • A minimum of ten years of experience in strategic all source analysis, conducting analysis using intelligence and information from multiple and varied sources to produce strategic level assessments and products.
  • Proven understanding of and experience with country-focused intelligence analyses of relevant regions, publishing finished intelligence products including topics such as history, current events, political climate, and military leadership.
  • Possess a Master’s Degree in Intelligence, International Relations, Political Science, Economics, or Area Studies in a relevant region.
