Job Description:

Leidos is seeking a Business Strategist to define how to continue utilizing the SMIT value chain and implement tactical action plans to meet strategic outcomes. This strategic thinker and will develop strategy to action plans in alignment with customer, program, and Leidos objectives resulting in steadily increasing positive change. The Service Management, Integration, and Transport (SMIT) contract is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service.

The near-term focus of this candidate will be on existing contract operations with long term expectations to perform business process modeling, business structure, performance improvements, and business performance audits. Long term, this candidate will develop plans for Division organic and inorganic growth utilizing the SMIT IDIQ and other avenues available.

The Strategist will develop IDIQ operational and growth strategy-to-action plans and implement with measured performance against objectives and key results (OKRs) through leading indicators. The candidate will assess project implementation financial performance and provide recommendations for future project bid changes. In support of improvements the Strategist will perform analysis of existing and new services performance against plans and provide recommended changes to improve business commitments and define flexible options to improve future contract changes and annual operating plans.

Candidates will be expected to have an understanding of Federal contractor bid standard practices, Navy/DOD ordering methodologies, and Navy mission requirements. In this position, the candidate will need to exhibit strong independent initiative skills, and the ability to work with program and functional teams to meet objectives.

Primary Responsibilities

  • Define and implement strategy to action plans

  • Provide price strategy and red team reviews and for OCG bids

  • Define opportunities for efficiency of subk usage in bids, projects, and operations.

  • Identify opportunities for improvement across all domains and functions of the contract including technical, operational, business, etc. – including definition of needed projects and management of those efforts to closure

  • Support delivery readiness activities as required.

  • Perform new business cost and profitability modeling

  • Provide independent reviews such as independent non-advocate reviews, independent cost evaluations, and color reviews

  • Conduct program assessment reviews and baseline reviews to inform strategy

  • Coordinate closely with the Customer Success team to forecast and avoid contract problems while simultaneously meeting and improving on Leidos business case performance measures

  • Advise the senior leadership team on decision alternatives and impacts to the business and customer

  • Lead new business/growth activities as needed

  • Other duties as required

Basic Qualifications

  • BA/BS degree and 15+ years of prior relevant experience or Masters with 13+ years of prior relevant experience.

  • Strong executive communication skills and ability to build relationships with business and technical teams

  • Prior experience leading major Navy programs of similar complexity and scale

  • Prior experience in the development and management of federal contract proposals, solutions, or cost elements

  • Strong analysis skills, with the ability to identify and improve processes and determine needs

  • Business and financial acumen experience with analysis of alternatives, performance management, and proven performance improvement

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Utilization of tools such as SharePoint, MS Project, Excel, and Word

  • Experience working with the DON on new business bid or order activity

  • Excellent verbal and written communication skills, with the ability to succinctly communicate with executive leadership

  • US citizenship and a DoD SECRET security clearance 

  • Demonstrated thought leadership

Preferred Qualifications

  • Ability to obtain DoD TOP SECRET security clearance

  • Working knowledge of federal contracting best practices in program, contract, business, growth, and financial management

  • Program Management/Business certifications such as PMP, APMP, CPCM, PgMP

  • Experience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)

  • Prior experience with non-Navy DOD entities

  • Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines

  • Ability to gain internal support, operate independently with limited supervision and feedback, and establish a solid working relationship with senior management, technical staff, division managers, and peers in the Group and across Leidos
