Job Description:

Leidos Health Group is currently recruiting an Enterprise Architect, contingent upon contract award, to support a Department of Veterans Affairs’ Electronic Health Record Modernization (VA EHRM) Enterprise Architecture Support task order.

The qualified candidate will work as part of the Cerner Enterprise Architecture team supporting the design, development, implementation, and use of the overall VA Enterprise Architecture (EA). The Enterprise Architecture Team works with government staff toward better data and information architecture, data strategy, data governance, interface architectures, information technology solutions, and assessing impact of potential changes on the organization and its stakeholders. The Enterprise Architect, in conjunction with Business Analysts and Government architecture leads, will work directly with interface teams to understand business customer needs and assist in deriving architecture requirements in the form of User Stories to accommodate those needs, and develop Unified Architecture Framework (UAF) architectural artifacts accordingly. The Enterprise Architect will later engage with customers to determine if architecture products based on changes made, are understandable and provide the information originally requested by the business customer. Based on this feedback, the Enterprise Architect will add new requirements or make appropriate changes to increase architecture value to the business customer. The Enterprise Architect will document the architecture in Cerner and Customer approved tools.

The Enterprise Architect develops, maintains and coordinates enterprise architecture content and products; aligns the architecture content with strategic goals, objectives, core business functions, as well as laws, regulations, policies, and directives (LRPDs); and aligns VA architecture content with Unified Architecture Framework. The Enterprise Architect works as part of the Architecture Team to maintain and coordinate content, format and revisions.  The team collects, maintains and reports on enterprise program metrics and milestones that measure business transformation progress and provides updates to the Enterprise Transition Plan.

The Enterprise Architect coordinates resolution of highly complex problems and tasks, promoting new ideas and concepts in support of operational goals and objectives; provides technical and analytical guidance; and integrates and translates complex concepts into tactical action plans. 


  • Provide architecture and design guidance on interfaces, support portfolio Interface Control Document (ICD) teams in developing their ICDs, including creating Visio and Cameo artifacts as needed

  • Support enterprise architecture team and integration pattern guide to ensure consistency in documentation in ICD artifact(s).

  • Work with solution consultant, interface architect, and VA technical Point of Contact to support specification research and recommendations

  • Help coordinate design sessions and conduct follows up with all necessary parties to close action items (Cerner Teams, Vendor, VA)

  • Review ICD based on Cerner Interface Architect (IA) and Solution team feedback (Cerner IA completes the final ICD and owns the overall solution approach)

  • Support ICD teams based on feedback provided by various teams - VA user community, cyber team, vendors, technical editing team

  • Review when requested the final ICD document for submission for Initial Interface Technical Design Review (IITDR) and White Glove submission

  • Support development of ICD sample using template 3.x and SV-1/2 examples

  • Support creation and maintenance of ICD template 3.x, and information for different integration patterns

  • Develop and maintain EA artifacts including executive views, SV-1/2 views and other associated artifacts as assigned

  • Ensure the compliance of customer standards; also ensure that contractual deliverables assigned are reviewed for completeness and completed on time

  • Work closely with other teams, support organizations, program and product management within the Cerner and VA Office of Electronic Health Record Modernization (OEHRM).  Share knowledge for the benefit of the team


  • BS Degree and 12 - 15 years of prior relevant experience

  • Experience with integrating design strategies into delivered capabilities

  • Experience with product specifications

  • Experience with compliance standards

  • Experience with user expectations

  • Experience with access control security services, including dependencies on other capabilities

  • Experience adjudicating competing priorities

  • Experience adding user requirements to technical project roadmaps and schedules

  • Experience assisting with decision making by conducting alternatives analyses of capability enhancements

  • Experience participating in forums that address key areas such as strategy, architecture, policy, roadmaps, key processes, dependencies, interoperability, technology, and governance

  • Experience recommending architectural enhancements to enterprise services

  • Experience evaluating and applying new technologies to enterprise services

  • Experience developing and integrating solutions consistent with requirements

  • Experience with enterprise level deployments

  • Experience with data attribute validation, acquisition, management and repurposing for use in digital policies and processes as the basis of secure solutions

  • Experience drafting and presenting program documentation at all stakeholder levels

  • Experience supporting implementation of authentication, authorization, and auditing to include customer governance, technical specifications, standards, policy definitions, and customer interfaces

  • Experience delivering integrated security solutions across multiple security domains

  • Experience communicating with stakeholders at all levels to identify and shape solutions that meet both performance and Information Assurance requirements


  • Experience with Cerner and VA application services solutions

  • Experience With Architecture Frameworks, primarily UAF

  • Experience with modelling tools, primarily Cameo

  • Experience with Agile methodology

  • Experience delivering enterprise level capabilities that drive new standards
