Command & Control
The position is responsible for leading all aspects of Earned Value Management System (EVMS) implementation to meet DOE 413.3 and EIA-748 including interface with the customer to create and achieve certification of the system description and self governance through the contract lifecycle. This includes implementing a training, coaching, mentoring, readiness preparation (for reviews including certification, EIR and IBR, ICE, …), internal assessments, PARS reporting, variance reporting and change management.
The position is responsible for overseeing the project controls system and applications to ensure they are adequate to support the system description, are maintained to current vendor revision/release levels, and that continuous improvement initiatives are on-going to meet rigorous contract demands. The ideal candidate is recognized as an experienced leader in EVMS implementations and compliance, scheduling, financial disciplines (pricing, program finance, FP&A, rates, etc.), contract management.
Reports to the Strategic Planning and Integration Director
Requires a BA degree and 8 years of prior relevant experience or Masters with 6 years of prior relevant experience. 12 years experience will be considered in lieu of degree.
Experience building an EVMS, including procedures, toolsets, and training
Experience establishing, maintaining, and overseeing compliance, of formal EVM policies, standards and systems and experience with DOE EVMS.
experience in a DOE O413.3 setting
Intermediate to advanced knowledge of using tools like P6, Deltek Cobra, Deltek PM Compass, Deltek wInsight, Deltek Open Plan, Deltek Acumen Fuse, Deltek CostPoint, and other Scheduling and EVMS tools
Earned Value Management Professional (EVMP)
Experience with Department of Energy (DOE), Government Accountability Office (GAO), or Department of Defense (DOD) EVMS.
