The Civil Group at Leidos currently has an opening for a Proposal Manager. This is an exciting opportunity to use your proposal management experience to successfully transition a large DOE program in the Oak Ridge, TN area.  This is a 90-day Position, with option for full time.

Primary Responsibilities

The Civil Group at Leidos currently has an opening for a Proposal Manager. This is an exciting opportunity to use your proposal management experience to successfully transition a large program.  This is a 90-day Position, with option for full time.

Primary Responsibilities

-Lead and manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase

-Interpret technical and management requirements of multi-project TO solicitations and coordinate proposal preparation with managers and IPT’s to achieve PWS objectives.

-Oversee/produce schedules, outlines, compliance matrices, proposal/IPT kickoffs, and technical solution sessions

-Facilitate proposal reviews (e.g., AMU’s, Initial Draft, Red Team), customer reviews and negotiations and make ongoing recommendations to ensure compliance and increase proposal scorability

-Maintain crisp, proactive communication with proposal IPT’s to ensure all necessary resources and activities are available to achieve a successful proposal submission.

Basic Qualifications

Bachelor’s Degree with at least 4 years of related proposal management experience (Proposal Manager, Volume Lead, Coordinator, Editor, Writer, or other support experience)

-2+ years’ experience supporting on or leading proposals

-Understanding of, and experience with, the Federal procurement process and regulations (e.g. FAR)

-experience in a DOE O413.3 setting

-Successful track record of high quality, high scoring proposals

-Excellent writing, organizational, and communication skills

-Ability to work to meet deadlines (nights, weekends, and holidays at times)

-Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging

-Ability to work well both in a team and independently

-Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlines

-Up-to-date knowledge of marketing, editing, graphic design, and other proposal management relevant proposal best practices

-Ability to manage multiple projects simultaneously

-Ability to manage geographically disparate teams

-Ability to create original content using interview and research techniques

-Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint

-Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)

Preferred Qualifications

-Experience supporting a wide variety of solicitation size, complexity, and submission window

-Government proposal management experience
