Key Capabilities:

The Civil Group at Leidos currently has an opening for a Lead Scheduler and Estimator. This is an exciting opportunity to use your scheduling and estimating experience to successfully transition a large DOE program in the Oak Ridge, TN area.  This is a 90-day Position, with option for full time.

Primary Responsibilities

This position requires deep understanding of scheduling practices to include Basis of Estimates (BOE) and baseline schedules, integrated Master Plans and Work breakdown structures and risk analysis to establish a performance management baseline (PMB).  Working knowledge of DOE O413.3 and EIA 748 EVMS requirements. Daily activities include being imbedded on integrated project teams, soliciting input from the technical team to ensure all dependencies (internal and external) are documented and tracked. Additionally the successful candidate will actively support variance analysis, baseline reviews, interface with other internal teams to develop and prepare resource assignments, identify and document schedule and risk, manage the integrity of the baseline data, including baseline change proposals, and provide inputs in support of the business rhythms. The candidate must be able to communicate the impact of schedule status and baseline changes to a senior level audience. Must be a team player and able to communicate effectively

Institute schedule refinement and adherence methodologies to identify, control, and eliminate potential cost and schedule deviations

Review and present the Integrated Program Baseline (or resource loaded schedule)

Prepare program status reviews and other formal reviews

Provide Contractor input to the Award Fee Plan reviews

- Review Statement of Objectives from the customer to evaluate task order requirements/needs

-Requires a BA degree and 8 years of prior relevant experience or Masters with 6 years of prior relevant experience. 12 years experience will be considered in lieu of degree.

- Supports requirements analysis and interpretation with Solution Lead and Proposal Manager in support of  BOE analysis

- Significant collaboration and coordination with external customers, management, subcontractors, vendors, and other program teams (technical, functional, etc.)

- Leads and directs BOE teams made up of subject matter experts and solution leaders

- Analyze, evaluate, and plan methods of approach to BOEs

- Support activities for process creation/process improvement including providing recommendations in this area

- Supports one or more of the following BOE methods for use on assigned efforts: Directed, Analogy, Parametric, Task Decomposition, Expert Opinion and Commercial Item Acquisition

Basic Qualifications

  • Experience with requirements analysis and BOE development

  • Experience leading matrixed teams

  • Desire to succeed in an ambiguous environment, with the fortitude to drive tasks to closure

  • Understanding of program and staffing documentation, inclusive of Basis of Estimates, EACs, Staffing Models/Projections, and Program Management Plans

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Proficient Excel user

  • Requires deep scheduling and estimating knowledge to lead cross-family projects and integrated project teams across multiple disciplines

  • Requires a BA degree and 8 years of prior relevant experience or Masters with 6 years of prior relevant experience. 12 years of experience will be considered in lieu of degree.
