Command & Control
The Civil Group at Leidos currently has an opening for a Estimating Manager. This is an exciting opportunity to use your Estimating experience to successfully transition a large DOE program in the Oak Ridge, TN area.
-Leads and directs BOE integrated project teams made up of subject matter experts and solution leaders
-Analyze, evaluate, and plan methods of approach to BOEs
-Support activities for process creation/process improvement including providing recommendations in this area
Leads the formation of processes and procedures compliant with DOE 413.3, GAO and ACE estimating guidelines and that capture actual project cost for use in planning and estimating for future projects. Supports one or more of the following BOE methods for use on assigned efforts: Directed, Analogy, Parametric, Task Decomposition, Expert Opinion and Commercial Item Acquisition Provides estimating and risk management support for out year portfolio planning
Requires a BA degree and 8 years of prior relevant experience or Masters with 6 years of prior relevant experience. 12 years of experience will be considered in lieu of degree.
Requires deep Information Technology knowledge to lead cross-family projects and integrated project teams across multiple disciplines
Experience dealing with a wide variety of estimating and proposal pricing activities, including cost development and pricing of federal government and commercial contracts.
Able to work across all levels of functional leadership as well as with staff responsible for the day-to-day execution of the business.
Must possess strong and proven analytical, verbal and written communication, presentation, leadership and interpersonal skills.
Proficiency with MS Word, Excel and Power Point.
Experience in establishing and maintaining an estimating or pricing function in a federally regulated business.
Demonstrated experience in developing and implementing policy and guidance.
Experience of providing direct support to a contractor estimating system audit.
Working knowledge of ProPricer.
