Job Description:
The incumbent serves as a Project Management/Analyst who has the primary responsibility of providing advice, guidance, and analysis in the planning and execution of management and/or program related analytical studies and projects. As a subject matter expert directs projects/programs/activities and shares responsibility for the performance of programs/projects that provides a wide range of duties of substantive function to improve overall program effectiveness for the workforce. Key responsibilities may include all or several of the following areas; communications, budget, contracts, project management, and labor compliance. Applies experience and expert knowledge of substantive programs, goals, policies, and processes to accomplish work assignments. Manages assigned program areas, leads the development of requirements, tracks progress, coordinates requirements, and collaborates with LOBs/SOs to ensure completion and project requirements are met.
To effectively provide strategic support to multiple AHB functions, the incumbent possesses foundational knowledge in Human Resource Management and familiarity with benefits, Worklife, compensation and performance management programs and processes. Leads cross-functional teams in identifying and documenting best practices and standard operating procedures and reviewing and advising on related draft policies. As needed and as required the Project Manager represents AHB senior management in AHR and FAA workgroups.
Provides support for highly complex and challenging activities under the minimal director of the manager. Work is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure alignment of organizational goals and policies and the requirements of the projects and/or other work activities. Work activities typically impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOBs/SOs and often impacts the objectives of the FAA workforce.
Broad policies and objectives provide general guidance for addressing issues but may require the development of new approaches. Provides advice on the creation of new solutions and policy interpretations as situations require. Provides expert guidance and instruction both internally and externally. Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.
Works under pressure and short deadlines, effectively manage time and be able to adjust priorities in a fast changing environment. The incumbent must have excellent communication skills and the ability to work well with peers and with Senior Leadership. Performs other related duties as assigned that affect more than one LOB/SO and the FAA as a whole.
Required Skills:
- Bachelors Degree and 8 to 12 years of experience or Masters Degree and 6 to 10 years experience. E
- Extensive experience managing multiple programs.
- Extensive experience managing projects (PMP a plus).
- Demonstrated ability to audit programs:
- Develops and recommends approaches to address current and anticipated problems and issues. Works with senior management to identify and resolve problems.
- Some experience with data analytics and visualization (Tableau).
- Excellent research/writing and presentation skills.
- Leads cross-functional teams in identifying and documenting best practices and standard operating procedures / Has prior management experience.
- Extensive experience with customer and stakeholder engagement/customer service.
- The successful candidate will also manage a small team of contractor personnel.
Preferred Skills:
- Knowledge of Human Resource goals, programs, policies, plans, and functions
- Ability to perform management studies, program analysis, and evaluation
- Ability to communicate effectively with key stakeholders and senior HR leadership
- Experience in researching and designing new programs and/or enhancements, including securing approval and resources required to implement the program on a national scale
