Job Description:

Leidos is looking for a Program Manager for a remote position with the Federal Electronic Health Record Management (FEHRM) Enterprise Operations Center (EOC) team. The position requires the ability to obtain/pass a DOD NACLC investigation in order to be considered. The successful candidate will have experience in managing high-functioning, large-scale IT project/program teams and initiatives.  The ideal candidate has also developed and presented senior executive-level communications and reporting materials for government clients and Leidos.

Responsibilities

  • Program manager must have proven experience planning, analyzing and evaluating the effectiveness of operating programs
  • Present briefing material to executive level material to SES-level stakeholders
  • Manage staff, scope, budget, schedule, risks, issues, changes and opportunities related to the FEHRM EOC support team
  • Oversee team's processes, government and corporate senior executive (SES) level engagements, incident management tracking practices, communications/marketing artifact development, lessons learned, and observations
  • Unify DOD, VA and USCG EHR goals, timelines and objectives with those of the FEHRM
  • Ensure implementation of continual service improvement efforts
  • Identify and meet client support needs including staffing, modifications, new initiatives, etc.
  • Ensure priorities, methods, deadlines and quality of service have been met; Delivering the highest level of customer service and thorough analysis for critical and high priority problems that impact patient care and end user experience
  • Communicate regularly through face-to-face, e-mail, online collaboration, video conference, and telephonic methods with EOC team, customers, IT professionals, vendors, and all levels of management and agency officials to identify roles, problems to be solved, actionable events, resolution goals, and expected service levels
  • Liaise across the FEHRM with other technical and clinical teammates
  • Assist with developing executive-level presentation content, some experience technical writing or editing
  • Must be able to use source data to evaluate the effectiveness of programs and business processes
  • Must be able to use qualitative and quantitative analytical skills to assess and elevate the effectiveness of the team's operations
  • Identifies information gaps and requests for information, obtains required information to meet customer and leadership expectations, and takes appropriate actions within the specified timeframes as defined in applicable policies, directives, regulations, guidelines and service level agreements to address the customers’ needs
  • Understands the EHR incident management and planned management processes and how they impact end user experiences, patients and the overall joint ecosystem
  • Task, coordinate, technical edit, and standardize formats for taskings across all types of documentation formats (papers, forms, briefings, etc.)
  • Work independently to plan activities and close out tasks
  • Develop schedules and plans and identify issues
  • Manage competing priorities of multiple tasking
  • Support business process improvements and customer management reporting

Requirements

  • Requires a BA degree and 12-15 years of prior relevant experience or Masters with 10 13 years of prior relevant experience.
  • US Citizen.  The position requires the ability to obtain/pass a DOD NACLC investigation in order to be considered.
  • The candidate must have 10 or more years’ experience consulting and supporting either mission programs and/or consulting with senior level customers
  • Candidate must possess 5 or more years of experience with EHR programs or projects, which include 5 years+ experience analyzing or managing IT-related programs or projects in one of the following categories: healthcare IT, organizational efficiencies, organizational operations, organizational procedures and protocols, or organizational risks
  • Experience managing and coordinating activities necessary to understand, communicate, make recommendations, track & accept recommendations using best practices
  • Knowledge in planning, analyzing and evaluating the effectiveness of operating programs
  • Active and daily participation and facilitation of teleconferences, online meetings, and presentations to multiple levels of Senior Executive Service (SES) leadership and other stakeholders requiring expert oral communication skills to report status of IT Service Problems including, business impact, business duration, corrective action efforts, and actions taken to prevent further service interruptions
  • Serve as a problem facilitator and advisor to system owners that, identifies trends and areas where additional support may be needed
  • Track and facilitate programmatic action items and deliverables to ensure timely submissions that meet program needs and assist the program office in running more effectively
  • Must be able to use source data to evaluate the effectiveness of programs and business processes
  • Must be able to use qualitative and quantitative analytical skills to assess the effectiveness of the operations
  • Experience interacting with, taking direction from and briefing senior executives, as well as coordinating actions with multiple senior government officials.

Preferred Qualifications

  • Maintain current awareness of both program office and Defense Programs structure, scope, and roles and responsibilities to assist in running an efficient office and coordinating and contributing to executive-level reporting and artifacts
  • Provide support in the preparation, coordination, review and submittal of executive communications and reports
  • Excellent written communication and grammatical skills
  • Understanding of the FEHR joint enclave and ecosystem
  • Excellent organizational skills
  • Experience with DoD, VA or Cerner electronic health record (EHR) programs and their lifecycle support
  • Experience working with MHS Genesis or similar product data system
  • Access to DOD, VA or Cerner systems, email accounts, information, etc.
  • Knowledgeable on VA, DOD and Millennium interfaces, workflows and high level architecture
