The Defense Health Operation of Leidos is currently looking for a Senior Program Analyst to support biomedical research at the Naval Medical Research Unit, San Antonio (NAMRU-SA) in San Antonio, TX. NAMRU-SA conducts gap driven combat casualty care, craniofacial, and directed energy research to improve survival, operational readiness, and safety of Department of Defense personnel engaged in routine and expeditionary operations.
The ideal candidate shall:
Develop financial budgets and planning for research related content, including review of budget estimates, cost analysis, and other financial data in accordance with procedures and regulations.
Provide and implement improvements regarding labor utilization, work flow, and operational procedures to increase efficiency, productivity, overall improvements to support of this effort.
Support scientists in writing protocol-driven research proposals, animal use protocols, human use protocols, technical reports, sponsor reports, final reports, and peer-reviewed manuscripts.
Coordinate animal research work activities between financial staff as well as research scientists, veterinary staff, and research laboratory technicians.
Develop and maintain purchase orders, financial budgets, and all other acquisition-related documentation.
Coordinate scheduling of contract personnel to effectively utilize laboratory space.
Implement and maintain purchasing and finance files.
Manage junior analysts and successfully oversee development and execution of purchasing packages to support research projects.
Provide management oversight and support to staff who order and maintain inventory of supplies related to research under contract.
Facilitate information flow between program members, scientific directors, and senior Command staff.
The candidate will be required to acquire, at a minimum, a SECRET classification access level. Preference will be given to a candidate who already has this clearance level.
Due to Federal contract requirements, US citizenship is required.
Candidates must have completed a Bachelor’s degree (with 5+ years of related experience) from an accredited US university, or international university of equivalent standard, in a scientific or business-related field.

Must have interpersonal skills and have excellent oral and written communication skills.
Must display careful attention to detail.
Experience with DoD Acquisition and Contracting process.
Possess working knowledge of Federal Acquisition Regulations (FAR)
Provides recommendations and support to contract and Government personnel.
Experienced with computer software, including the Microsoft Office Suite and SharePoint.
Experience with Invoicing Systems. For example, the Navy uses Invoicing, Receipt, Acceptance and Property Transfer (iRAPT) formerly known as Wide Area Workflow (WAWF).
Familiar with the Government Commercial Purchase Card (GCPC) and performing tasks associated with the (GCPC) program.
General knowledge of medical and research terminology.
