Job Description:

The Leidos Intelligence Group has an executive opening for a Senior Vice President, Cyber & SIGINT Solutions (CSS) Operations Manager. The CSS Operation delivers world-class Signals Intelligence (SIGINT) and cyber services and solutions to include research, prototyping, development, integration, training, deployment, operations and sustainment, using Agile development methodology, in support of our Intelligence Community and DoD customers.

This position serves as the Executive responsible for the Profit and Loss (P&L) of a $500M+ business serving the SIGINT community in addition to cyber across the IC and DoD. 

This role is responsible for overall program execution, business development, growth, and delivery to include the following specific activities:

Program Execution –

  • Program and project oversight and implementation of processes and Quality Management Systems to achieve flawless execution and customer satisfaction

  • Represent the organization externally, as necessary, particularly in client interactions, contract negotiations, and industry partnerships

  • Drive a culture of precision-delivery and high accountability for meeting plans, to include internal product development and external program delivery.

  • Challenging the organization to drive technical and process innovations and robust solution development into the current portfolio of contracts, products, and customers

  • Plan, coordinate, and execute the annual budget process for training, development, and discretionary spending

Team Development/Leadership-

  • Sound, ethical, and inclusive leadership with a commitment to developing, engaging, recruiting and retaining a diverse and high-performing team.

  • Oversee, direct, and organize the work of the program and capture teams

  • Promote a culture of high performance and continuous improvement that values learning and a commitment to quality

  • Ensure staff members receive timely and appropriate training and development

  • Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, training priorities, conduct annual performance appraisals, and administer salary adjustments

Financial Management-

  • Forecast and meet annual operating plan financial targets (revenue, cash and profit)

  • Consult with other key members of management on financial planning, cash flow, investment priorities, and policy matters

  • Serve as the management liaison to the auditors; effectively communicate and present critical financial matters to select leaders

  • Contribute to the development of strategic goals and objectives as well as the overall management of the organization

Business Development –

  • Grow and expand the business at/above market growth rates.

  • Development of the long term strategy of the business and cultivation of sustainable relationships with key senior level customers

  • Partners with BD and Capture teams to link pursuits and capture activities for awards, submits, and pipeline

Key Required Experience, Skills, and Qualifications for Operations Management Success:

  • Bachelor’s degree and a minimum of 15 years of relevant and successful experience leading diverse growth-oriented organizations within the Intelligence community.

  • Demonstrated success in achieving or exceeding financial goals, revenue and profit growth, and market expansion with the ability to engage new customers and present technical solutions to complex problems.

  • Experience supporting a variety of customers, managing complex projects, and building and managing a diverse technical team

  • Demonstrated ability to create a vision, shape and execute on business strategy and grow business (e.g. on-contract growth, new business, mergers and acquisitions)

  • Experience managing enduring programs/programs of record requiring development of SIGINT and Cyber solutions and application of earned value management

  • Experience successfully leading a complex organization with multiple contracts, revenue streams and service offerings

  • Proven ability to build and maintain relationships across all levels of an organization

  • Proven ability to support and extend a culture where employees are motivated to succeed through collaboration, commitment, and clear and open communications

  • Demonstrated ability to support and promote inclusion across an organization

  • Must possess exceptional and interpersonal communication skills, have the ability to both inspire and motivate the employee population

  • Ability to attract and retain the best talent; ability to build a high-performance team; and develop leaders and competent staff members for the organization

Preferred Qualifications:

  • Master’s Degree in a technical field

  • Work experience at the National Security Agency or CyberCom

  • Experience leading successful large scale captures and closing new business

  • Experience leading a business with revenues in excess of $250M annually. This includes extensive practical experience supporting government customers in multiple disciplines.

Clearance Requirement:  Candidates for consideration must possess a TS/SCI Polygraph in current/active status.
