Job Description
The Communications Security (COMSEC) Custodian at Leidos San Diego is responsible for the receipt, custody, issue, safeguard and accounting of COMSEC keying material and Controlled Cryptographic Items (CCI) IAW NSA Manual 3-16, for a large COMSEC account, supporting multiple DoD contracts. Candidate will be responsible for the maintenance of records and submission of all required accounting reports utilizing the Distributed INFOSEC Accounting System (DIAS) and customer-regulated databases to include all required semi-annual inventories, audits, inspections and maintenance of COMSEC publications and amendments. Candidate will be responsible for conducting COMSEC Training to include COMSEC/Crypto briefings to all levels of personnel and the coordination of transfers/shipments of CCI.

Primary Responsibilities
•Manage and maintain multiple customer-regulated COMSEC sub-accounts.
•Serve as the alternate COMSEC custodian for Leidos traditional COMSEC account.
•Ensure all COMSEC material is controlled and accounted for in accordance with the NSA/CSS Policy Manual 3-16 and other COMSEC related security doctrine.
•Utilize DIAS software and customer regulated accounts to prepare accounting reports, records of transfer, possession, inventory, hand receipt and destruction of COMSEC material.
•Safeguard all Leidos COMSEC account information, equipment and material.
•Load various types of cryptographic equipment.
•Load, associate, troubleshoot and manage Secure Telephone Equipment (STE), vIPer and various other secure voice devices.
•Serve as Leidos Point of Contact (POC) for classified Video Teleconferencing (VTC) activities.
•Initiates, monitors and maintains the VTC secure bridge.
•Monitors equipment failures and completes repairs to ensure VTC equipment serviceability.
•Review COMSEC SOP for each COMSEC account annually.
•Assist customers to develop Concept of Operations (CONOPS) for non-standard key loading.
•Maintain and manage required records.
•Report and investigate COMSEC incidents.
•Conduct COMSEC and Industrial Security audits; identify vulnerabilities, and recommend corrective actions.
•Conduct semi-annual inventory of COMSEC assets within required timelines.
•Coordinate various keying material issues and work directly with the appropriate Controlling Authorities.
•Establish and maintain keying material validations to authorize distribution and prevent breaks in distribution.
•Ensure all COMSEC accounts are maintained in an audit-ready state and readily available for NSA and DSS inspections.
•Assist programs and product lines to meet and maintain Communications Security compliance requirements.
•Coordinate COMSEC related issues with the Leidos COMSEC Manager, Facility Security Officer, and IA Manager.
May perform duties as Alternate Contractor Program Security Officer (ACPSO) and Collateral Security Specialist on various SCI/SAP contracts as needed.

Basic Qualifications
Bachelor’s degree and 4 -8 years of related experience. Additional years’ experience may be used in lieu of a degree.
•Be a U.S. citizen and able to maintain an existing Top Secret clearance with a current SSBI.
•Ability to obtain and maintain required program access.
•Expertise in COMSEC account management.

Preferred Qualifications
•Completed NSA COMSEC Custodian Training (IAEC-2112)
•Knowledge of and experience with TACLANE, STE, vIPer, SKL, DTD, and other COMSEC equipment, their function, and operation
•National Industrial Security Program experience
