Join the Leidos NISC IV program as an Eastern Service Center Operations Support Group National Environmental Policy Act (NEPA) Specialist. The NISC IV contract provides technical support to various Air Traffic Control Towers, Terminal Radar Approach Controls (TRACON), Air Route Traffic Control Centers (ARTCC) the FAA Air Traffic Organization headquarters and Regional Offices.

The selected candidate will provide guidance and direction relative to the compliance of environmental rules and regulations. Prepare and/or review environmental documents including Environmental Assessments (EAs), Environmental Impact Statements (EISs), Categorical Exclusions (CATEXs), Records of Decision (RODs) and Findings of No Significant Impact (FONSIs). The candidate will assist with identifying environmental risks, and developing abatement plans and key targets to reduce negative impacts on National Airspace System operations. The candidate will conducts studies, surveys, and audits to identify environmental problems and provide corrective guidance. The candidate will works directly with Legal Counsel on issues and guidance relating to environmental projects and initiatives and provide aviation-specific environmental guidance to support FAA management and facilities, Department of Defense (DoD) proponents, and third party developers on environmental regulations in accordance with applicable FAA Orders. The candidate will coordinate compliance with the National Environmental Policy Act (NEPA) and other federal, state and local regulations as it relates to environmental reviews, aircraft noise analysis, and other NEPA policy relating items.
- Evaluate FAA airspace procedural design changes to identify environmental impacts to environmental justice, politically, culturally and noise sensitive areas and historical places based on flight paths and altitudes as required by FAA Orders 1050.lF Environmental Impacts: Policies and Procedures and 7400.2 Procedures for Handling Airspace Matters.
- Conduct environmental modeling for FAA airspace actions subject to National Environmental Policy Act (NEPA) and prepare documents such as Categorical Exclusions, Environmental Assessments and Environmental Impact Statements for the proposed airspace actions.
- Evaluate environmental impact(s) associated with airspace procedure changes associated with the decommissioning of FAA navigational aids as part of the FAA Very High Frequency Omnidirectional Range (VOR) Minimum Operations Network (MON) program
- Have excellent communication skills both verbal and written, high-level capacity to multi-task, and strong organizational skills.
- Have strong research, analytical and interpersonal skills.
- Have experience within the federal government, preferably the FAA.
- Understand air traffic control, technical operations, and aviation-related terminology and concepts.
- Be proficient in the use of MS Word, Excel, PowerPoint, One Drive, Zoom/virtual meeting applications, database management applications, and ability to use the internet as a data-gathering tool.
- Have the ability to collaborate with program analysts, stakeholders, and Quality Control Group personnel to clarify messaging, document objectives, factual correctness, and customer preferences.
- Have the ability to prioritize and work independently as well as with others.
- Skill in establishing and maintaining effective working relationships with multidisciplary subject matter experts using strong organizational and facilitation skills.
- Typically requires a Bachelors Degree in Environment or related field and 8 years of prior relevant work experience or Masters Degree and 6 years of professional experience. Additional years of experience may substitute for degree requirement.
Knowledge, Skills and Abilities (KSA):
1. Skill in conducting analyses of aviation environmental impact in accordance with federal, state and local laws, policies and regulation. Documenting the results through technical written reports containing synthesis of scientific data, analysis of noise screening, initial environmental reviews for instrument flight procedure proposals, categorical exclusions, environmental assessments, environmental impact statements, records of decision, findings of no significant impact, tribal government consultation, and consultation with state and historic preservation offices.
2. Skill in using instrument flight procedure design and airspace tools, air traffic control performance and data tools, and noise screening tools, such as Terminal Area Route Generation and Traffic Simulation (TARGETS) Environmental plug-in, Performance Data Analysis and Reporting System (PDARS), Aviation Environmental Design Tool (AEDT) and MITRE Noise Pre-screening tool.
3. Ability to evaluate Special Use Airspace proposals to include the legal description of the official airspace definition used for National Airspace System database and charting, and justification for the airspace to include, prohibited areas, restricted areas, military operating areas, warning areas, alert areas, controlled firing areas and national security areas, military training routes and Air Traffic Control Assigned Airspace.
- Previous experience at a level 10/11/12 Air Traffic Control facility will receive preference.
- BA/BS degree from an accredited college.
- FAA management and/or Staff experience.
Pay Range:Pay Range $78,000.00 - $120,000.00 - $162,000.00
