About the Antarctic Support Contract:

Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos supports the NSF’s Office of Polar Program’s Antarctic Infrastructure and Logistics by aligning with their Mission and Vision Statements:

  • Vision:  Expanding our scientific reach in Antarctica through increased operational and logistical effectiveness.
  • Mission:  To provide the operational and logistical platform necessary for the U.S. to conduct world-class science in Antarctica and maintain its active and influential presence on the continent.

Leidos ASC provides the Science Planning and Implementation support for over 100 Science events and projects each year while maintaining and operating three geographically remote research stations. At each of the stations (McMurdo Station, Palmer Station, and South Pole Station) as well as deep field research sites and global class Research Vessels we support science from planning of resources, providing logistics, supporting aviation requirements and though science project close out. Each location supports world-class research as part of the NSF Mission and supports over 1300 people living, working and performing research across Antarctica.

The Science and Technical Project Services (S&TPS) Manager reports to the Science and Area Manager Director and leads the integration of S&TPS into the rest of the Antarctic Support Contract. They direct the processes and full scope of the science event planning though execution and close out. They lead teams that perform science planning though implementation, laboratory management and safety, technical diving, and laboratory instrument repair and support. They are the key point of contact for NSF Antarctic Infrastructure and Logistics Section Head and well as Activity Based Managers for all science activities. They ensure performance by developing and utilizing metrics to track science activity progress and support throughout the project cycle as well as manage risk and opportunities.

Primary Responsibilities Include:

  • Provide high level of leadership and management for a team of over 20 S&TPS full time employees as well as contract support staff supporting over 100 science events annually.
  • Actively drive department integration with program to provide coordinated planning of Science events and projects.
  • Utilize project management methods and reporting on science event planning and execution to ensure support is documented and provided at agreed to levels in terms of cost, scope, schedule, and aligned with science requirements. 
  • In coordination with the customer, develop and manage science planning time lines and processes to integrate with Program and customer needs.
  • Oversee budget and cost account management for S&TPS department, covering material purchasing and management, labor planning and ensuring alignment to program planning.
  • Works directly with executive level staff at various government agencies representing ASC science planning in coordination with customer.
  • Lead the development of the tools used for science support providing strategy and leadership.
  • Oversee the development of scientific and laboratory equipment life cycle planning and procurement
  • Collaborates with ASC projects office to ensure large multi-year science projects meet science support needs and integrated with other science support groups.
  • Reporting on department’s performance and achievements monthly and annually for program monitoring and assessment.
  • Ensure safety requirements are communicated and met, fostering a safety culture, with special attention to ensuring general grantee and laboratory safety.
  • Chair of the departments risk board in coordination with ASC’s risk management plan.

Required Qualifications:

  • Master's Degree in an applicable field
  • Minimum 15 years managing scientific support and project/program management
  • Must be a US Citizen or green card holder to meet contractual requirements
  • Proven performance showing broad management and leadership experience, ideally leading remote teams and operations, and matrixed multi-skilled organizations
  • Management of large budgets and out year planning
  • Management of laboratory or research based operations
  • Ability to execute independently in a dynamic and fast-paced environment
  • Ability to work strategically and tactically
  • Strong organizational skills
  • Excellent written, oral, and presentation skills
  • Detailed oriented
  • Strong Microsoft Office suite skills

Preferred Qualifications:

  • Doctorate (PhD) degree
  • Utilization of Integrated Master Schedule (IMS)
  • Experience managing international or global programs and/or remote sites
  • Experience leading risk management
  • Experience with the National Science Foundation’s funding cycles and planning

PHYSICAL AND / OR OTHER SPECIFIC REQUIREMENTS: Deployment is required in this position at discretion of management (approximately 3-5 months per year during the Austral Summer). The individual in the position must successfully complete the physical and dental examinations, as required by the NSF for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action. Complies with applicable safety, environment, health, and waste management policies and procedure.

Pay Range:

Pay Range $110,500.00 - $170,000.00 - $229,500.00
