Leidos, Inc. is seeking an energetic, detail oriented, and qualified Industrial Security Specialist candidate with Subject Matter Expert (SME) level knowledge in the full spectrum of the industrial and information security disciplines to support a rapidly growing facility in Lynnwood, WA. This position reports directly to the Facility Security Officer/Site Security Lead and Principal Contractor Program Security Officer, and requires a strong understanding and foundation in all disciplines of the industrial security field, with emphasis in Counterintelligence, Operations Security, Supplier Risk Management, Access and Visitor control Management, Physical Security, Personnel Security, Information Security/Classification Management, and a willingness to learn aspects of Information Assurance, and past experience as an Assessor of classified programs is required. This position will be required to interface with all levels of department, division and government management, personnel and maintain the skills to cultivate relationships for optimal contract security performance. Expectation of a confident demeanor and able to make critical security decisions for dynamic programs that support high value contracts. Be able to drive constructive change within the organization. Prior experience with IC Customer systems and databases, JPAS/DISS, SIMS database, COMSEC management, and past experience with new or upgrade construction on facilities to meet ICD705 is highly desired. Certification of Security+ or equivalent is desired, or willingness to learn/achieve certification within one (1) year of service start date. Must be able to work well in a team dynamic and independently, depending on the nature of the project.

Primary Responsibilities

  • The Industrial Security Specialist is responsible for supporting, implementing, and leading aspects of the sites special access programs, and ensuring company and customer security requirements are met for compliance.
  • The successful candidate will interface with all levels of Leidos personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM - 32 CFR Part 117), DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.
  • The candidate will be required to actively support and potentially lead aspects of self-inspections, participate in government telephonic and in-person reviews, meetings, and inspections. 
  • Originate and/or revise, and produce professional, finished documentation; e.g., reports, plan of actions and milestones, policy and procedure development, security designs, training programs and assessments.
  • Maintain data compliance in multiple Government Customer accounts, including assist with the responsibility for maintaining security program compliance, and submitting change and/or exception/waiver conditions packages.
  • The Industrial Security Specialist – P4 must be capable of taking independent action when warranted or in the absence of the Facility Security Officer or Contractor Program Security Officer. 
  • Bring security vulnerabilities and risks to the attention of the FSO, Principal CPSO, Regional Security Director, and Program Managers, along with suggested solutions for mitigation.
  • Support, provide, and integrate clear and concise guidance to company employees, and recommend modifications to operations policies or procedures as appropriate.
  • Work as a team player or as an independent contributor, demonstrate flexibility and resourcefulness, and excellent detail oriented, organizational skills.
  • Management of COMSEC related duties and responsibilities under NSA CSS 3-16 and AR 380-40.
  • Responsible for supporting security program oversight, guidance and strict compliance to NATO programs.
  • Responsible for all aspects of the site’s access control management and physical security controls in compliance with the NISPOM, JAFAN, and/or ICD-705, including ensuring all secure areas have met DoD and IC standards for processing, handling and storing Sensitive Compartmented Information (SCI) and Collateral classified information to achieve and/or maintain accreditation requirements. Primary point person and escort for external vendor maintenance and construction escorting IAW Leidos Enterprise and Local policies.
  • Ensure security projects and programs comply with security requirements for applicable security disciplines, e.g., IC Directives; DOD directives, instructions and manuals; security standards, national interim guidance, and Executive Orders governing physical, industrial and information security.
  • Lead and track security education, records management, and document/material control duties, e.g. SIMS.
  • Conduct Security Education, Awareness, and Training programs targeted at Counterintelligence, Operations Security, Supplier Risk Management, etc.
  • Conduct personnel management duties, such as indoctrinations and debriefings.
  • Familiarity with analyzing and interpreting security requirements established in government issued DD254s.
  • Perform Alternate COMSEC Account Manager duties, e.g. rekeying of cryptographic equipment, inventories, audits, briefings/debriefings, training.
  • Support program data transfers.
  • Must have a progressive and proactive outlook, with the ability to think strategically in order to anticipate internal and external customer needs, in a dynamic environment.
  • Manage and maintain complete, current, and accurate data entries into Enterprise and locally created databases used to track efforts in accordance with Leidos Corporate and Local policy, and federal laws.

Basic Qualifications

  • Bachelors degree from an accredited college in a security or intelligence related discipline, or equivalent experience/combined education, with 8+ years of professional experience
  • Minimum 5 years of prior experience working with classified and special access programs.
  • Completion of CDSE’s Course Curriculum for FSO Program Management for Possessing Facilitys or ability to complete within 30-days of employment with Leidos.
  • IOSS OPSEC Course(s) Curriculum Completion for OPSEC Manager Level 2 appointment or ability to successfully complete within 90-days of employment with Leidos, and prior experience developing and implementing OPSEC plans.
  • ICD705 course completion and/or experience building SCIF or secure facilities.
  • Must possess a minimum Secret clearance from Day 1, with the ability to obtain a Top Secret w/SCI eligibility.
  • Must be willing to submit to a polygraph test (if called upon) and achieve final adjudication.
  • Knowledge of national security program directives and standards.
  • Prior experience working with GSA-approved security hardware, intrusion detection systems, and alarm response and testing.
  • Requires the ability to analyze complex data and make appropriate program recommendations.
  • Ability to interact with all levels of personnel internal and external.
  • Excellent communication, interpersonal, and team-building skills to engender rapport with military personnel, civilians, and other contractors at all levels of DoD, IC and NGA.
  • A demonstrated ability to work in both, a team environment or independently and with little supervision.
  • Excellent writing and speaking skills are essential.
  • Must be willing to reside w/in a 50-mile (max 60-minute) commute radius and actively participate in rotational, after-hours “on-call” facility alarm response; approximately 1-week “on-call”, every 6-8 weeks.

Preferred Qualifications

  • Masters Degree or continuing education in a security or intelligence related field required.
  • Security+ certification or equivalent.
  • Formal ICD705 course completion (with certificate)
  • Prior COMSEC experience.
  • Prior adjudicated CI Polygraph (w/in 5 years)
