This position provides System Security Engineering (SSE) and Acquisition Systems Program Protection support to the United States Space Command, Production Corps (PC) acquisition programs in executing their responsibility to identify and protect Critical Program Information (CPI) and analyze the development of program protection plans (PPPs) and solutions to ensure that developed and fielded capabilities deter efforts to reverse engineer (RE), exploit, or develop countermeasures and ensure against RE, replication, or modification by an unauthorized entity. 

The program protection analyst is responsible for a combination of duties to protect information and maintain security controls for an entire system, site, or program in order to reduce risk.  The employee filling this position performs a wide variety of security-related tasks which cross security disciplines, to include: SSE activities, Program Protection Planning, System Threat Assessments, Industrial Security, Personnel Security, Information Security, Communications Security, Computer Security, Operations Security, International Affairs/Foreign Disclosure issues, Physical Security, Acquisition Systems Protection, and Investigations.

The program protection analyst duties include: managing and enforcing security policies; training and educating end-users on proper security practices; conducting security and risk assessments using security frameworks; assisting in the development, coordination, and dissemination of SSE guidance; identifying and analyzing vulnerabilities in context with threat assessments; and proposing the development and implementation of countermeasures to mitigate identified vulnerabilities.  The program protection analyst supports the development and coordination of the protection portions of the concepts of operations (CONOPS), systems requirements documents (SRDs), system architectures, system specifications, system accreditation requirements, technical design reviews, and other technical security analysis to ensure compliance with DoD standards. Additionally, they will assist with the development, coordination, and implementation of PPP’s to support system requirements.

The program protection analyst will work both independently and part of small to mid-sized teams with personnel of varying levels of seniority representing a wide range of specialty areas.  They may be the sole expert in the area of program protection, and are expected to independently assess program-protection related concerns and challenges, recommend mitigation or resolution, coordinate implementation, and follow through until resolution. They may also work as the lead for a team of similarly focused professionals to evaluate, document, and mitigate program protection related challenges for programs of varying sizes and technical focus areas.

The individual filling this position may also function as the small team lead for Leidos personnel supporting this task. In this role, they will be responsible for providing daily technical direction to all team members, consolidating and submitting required monthly and other periodic reports, monitoring and approving timecards, and completing annual personnel development and performance review activities.

Primary Responsibilities

  • Conduct periodic reviews for, and update directorate program protection plans, anti-tamper plans, security classification guides, technology assessment and control plan, System Security Engineering Management Plan,

  • Maintain familiarity with the National Security Space Acquisition Policy

  • Review GPS Directorate acquisition documents for compliance with Critical Program Information (CPI) protection requirements

  • Support administration of the Critical Intelligence Support Plan (CISP), to include: conducting annual program site visits to evaluate the design, implementation and verification of system security provisions;  evaluate change proposals (e.g., Engineering Change Proposals (ECPs), Request for Change (RFC), Task Change Proposals (TCPs), Contract Change Proposals (CCPs), waivers and deviations, and acquisition strategy), and provide security assessments.

  • Evaluate internal, public, classified, unclassified, and foreign government requests for information

  • Administer the Quarterly GPS System Security Working Group (SSWG) meetings by scheduling meetings, preparing and distributing agendas, distributing review documentation, collecting and summarizing inputs on proposed actions, reviewing actions, recording and publishing the SSWG minutes

  • Develop and maintain the GPS security library using Livelink/Sharepoint

  • Develop, publish and maintain a program protection plan matrix that identifies current status for various related program protection documents.

Basic Qualifications

  • Requires a BS Degree plus 10+ years directly applicable experience

  • Active TS/SCI clearance required to start

  • Proficient in MS Office tools, including Word, PowerPoint and Excel

Preferred Qualifications

  • Experience with SMC or Space Command acquisition programs

  • Masters Degree preferred

  • Excellent written and oral English language communication skills

  • A broad background with significant experience in all areas of defense security, including: operations security, information security, information assurance, communications security, personnel security, physical security, classification management, and foreign disclosure.

  • Analytical experience conducting, documenting, reviewing, and recommending mitigation to threat, vulnerability and risk assessments.
