The Leidos Civil Group is seeking a senior level Environmental Occupational Safety & Health (EOSH) Professional / CERCLA Specialist to join the National Airspace System Integration Support Contract (NISC IV) team.
The position will provide support to the Federal Aviation Administration's (FAA) Environmental Cleanup (ECU) National Program Office as coordinated through FAA’s Alaska based engineering services group.
In this role you will develop procedures, processes, standards, specifications, and systems to achieve optimal control or reduction of hazards and exposures, which may harm people, property, and/or the environment.
Serve as a part of a multidisciplinary team in analyzing field level hazards producing mechanisms.
Specific duties for the position include:
- Research regulatory, scientific and engineering written materials.
- Recognize, evaluate, and develop the necessary controls for occupational health hazards and safety concerns.
- Initiate and provide written documentation.
- Attend meetings and providing professional opinions on matters affecting occupational safety and health. –
- Travel to and visit field activities when directed by the customer.
- Provide onsite support (often remote) to Environmental Clean-Up (ECU) program efforts in AK, HI, and the lower 48.
Responsible for the following:
- Turn-key technical support related to CERCLA-phased environmental cleanup projects (discovery to formal regulatory closure).
- Remedial investigation/action scoping, estimating.
- Common contaminates of concern in soil and groundwater include PAHs, heavy metals, PCBs, and chlorinated solvents.
- Technical review of project work plans and project reporting. Onsite environmental cleanup project oversight ensuring scope compliance and adherence to applicable EOSH regulations.
- Requires BS and 8 - 12 years of prior relevant experience or Masters with 6 to 10 years of prior relevant experience. Additional years of related work experience can be substituted for a degree at the hiring manager's discretion.
- Experience working as an environmental professional on contaminated site remediation projects either as a Project Manager or Site Supervisor is required. Contaminated sites defined as locations where the soil, air, or groundwater has been impaired by regulated chemical contaminates and remediation is required to restore the area to conditions protective of human health and the environment·
- Knowledge of preparing work plans for Site Investigation (SI), Remedial Investigation (RI), and Remedial Action (RA) of contaminated sites.
- Experience preparing interim final cleanup and corrective action reports and working with state and federal regulators to achieve closure of contaminated sites is required. Common chemical contaminates at FAA facilities include petroleum hydrocarbons, heavy metals, polychlorinated biphenyls and chlorinated solvents.
- Specific experience working on contaminated site cleanups with at least two of these chemical contaminates is required.
- Prior experience sampling, collecting for laboratory analysis, interpreting data, and reporting on soil and groundwater samples is a must.
- Thorough knowledge of CERCLA, also known as Superfund -- as it provides a Federal “Superfund" to clean up uncontrolled or abandoned hazardous-waste sites as well as accidents, spills, and other emergency releases of pollutants and contaminants into the environment.
- Experience working as a CERCLA specialist on contaminated site remediation projects either as a Project Manager or Site Supervisor is required. Contaminated sites mean locations where the soil, air, or groundwater has been impaired by regulated chemical contaminates and remediation is required to restore the area to conditions protective of human health and the Environment.
- Completion of the 40-hour OSHA HAZWOPER course along with proof of current certificate is required.
- Knowledge of hazardous waste handling and the Environmental Protection Agency’s (EPA) Resource Conservation and Recovery Act (RCRA) regulations also required.
- Significant travel is required in order to support the FAA’s ECU program. Support efforts require travel up to 50% of the time.
- Travel can be to remote locations throughout the Western Service Area (WSA), if required.
- Support efforts may require absences of up to two consecutive weeks in remote locations.
- Travel frequency, however, is subject to funding availability and workload balance and cannot be anticipated at all times.
** While a clearance is not required to be considered for the position, the ability to obtain a clearance (i.e., Public Trust) is required if hired.
- Prior DOT and/or FAA experience is desired.
- Familiarity with the National Environmental Policy Act (NEPA) and its requirements is beneficial.
- PMP certification and project management experience a plus.
