Job Description

Leidos is currently seeking a Proposal Manager to join our team. In this role you will support Federal pursuits (DoD & FedCiv) within the Civil Business Line. This position reports to the Integrated Missions Operation (IMO) Proposal Director, supports capture, and provides proposal expertise on competitive proposal and Task Order (TO) bids for the IMO group. The successful candidate will have experience with proposal development planning and execution; capture team coordination; reviewing, understanding, and analyzing RFPs; and assessing and providing input for response strategies. Additional requirements include performing tasks related to the Leidos Win Plan; leading proposal teams; managing all proposal activities (schedules, compliance, reviews, documents, etc.); and preparing support artifacts (data, resumes, project descriptions, etc.). The successful candidate will be responsible for assessing and ensuring compelling, complete, and compliant proposal responses that reflect win strategies and align to evaluation factors.

The position location is flexible including the possibility of Remote/WFH. However, there will be incidences when travel to a Proposal Center or other location is required for proposal purposes.

Primary Responsibilities

  • Lead and manage written proposals, orals preparations, and presentations from Pre-Proposal Phase through Post Proposal Phase, as assigned by the IMO Proposal Director.

  • Interpret technical, experience, personnel, management and/or other requirements of DoD/FedCiv solicitations (e.g., SF330, RFP, Pre-solicitation, RFI, Sources Sought, EN, Shortlist, Orals, etc.).

  • Oversee and/or produce schedules, outlines, contact lists, agendas, proposal kickoffs and reviews, technical solution sessions, and other proposal-related tasks and meetings.

  • Write, edit, and/or rewrite to incorporate win strategy and themes, differentiators, and technical solutions into proposal document(s) in a well-articulated and consistent manner, reflecting a clear understanding of the requirement(s).

  • Develop compliance matrices and arrange for/conduct compliance reviews.

  • Facilitate and/or lead proposal reviews (e.g., Annotated Mock-ups (AMU’s), Initial Draft, Red Team) and make recommendations for content improvement and compliance.

  • Oversee development of high quality, high impact artwork and graphics for proposals.

  • Collaborate with executives, management teams, functional units, BD personnel, partners, and subject matter experts to provide proposal leadership, support, and overall direction.

  • Maintain tight, proactive communication with proposal, capture, and business unit leadership to secure necessary resources and activities are available to achieve a successful proposal submission.

  • Manage multiple proposal tasks with, sometimes, rapid turnaround deadlines.

  • Support other business development professionals (e.g., writing, editorial support, volume management, review participation) when necessary as part of a team-first capture and proposal organization.

  • Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed.

Basic Qualifications

  • Bachelor’s degree and 5+ years of proposal management and related experience or 9+ years of related experience in lieu of degree.

  • 3+ years of experience leading Federal IDC and/or stand-alone contract proposals, including SF330s, ranging from $50M to $200M.

  • Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)

  • Successful track record of high quality, high scoring proposals.

  • Excellent writing, organizational, time management, prioritization, communication, and decision-making skills.

  • Ability to work to meet deadlines (nights, weekends, and holidays at times).

  • Ability to develop and/or assist technical and capture personnel in developing compelling themes, discriminators, and messaging.

  • Ability to work well both in a team and independently.

  • Up-to-date knowledge of marketing, editing, graphic design, and other proposal management relevant proposal best practices.

  • Ability to manage multiple projects simultaneously.

  • Ability to work with and manage geographically dispersed, virtual teams.

  • Ability to create original content using interview and research techniques.

  • Intermediate- to Advanced-level MS 365 Word, MS 365 PowerPoint, and Adobe Acrobat Pro user.

  • Fluency with other MS 365 applications (Outlook, Teams, Excel, SharePoint).

  • Experience using Adobe InDesign and Illustrator.

  • Ability to remain calm, tactful, positive, and constructive within a dynamic environment consisting of diverse personalities, while operating within strict deadlines and, sometimes, stressful situations.

Preferred Qualifications

  • Experience managing proposals for Federal Enterprise-level IT/Cybersecurity services pursuits.

  • Experience managing proposals for Federal IT/Engineering/Operations pursuits.

  • Skilled in editing and rewriting for clarity, incorporating win messages, and “one voice” narratives, within technical documents and proposals.

  • Advanced-level MS 365 Word, MS 365 PowerPoint, and Adobe Acrobat Pro user.

  • Intermediate-level MS 365 Teams, MS 365 SharePoint,

  • Intermediate- to Advanced-level Adobe Creative Cloud user.
