Job Description:

The Leidos Health group currently has an opening for a Program Manager (PM, contingent upon contract award, to support an Oracle eBusiness Suite operations and maintenance project, and re-implementation of the solution for streamlined operations in Atlanta, GA.  Department of Health and Human Services is the customer.

The successful candidate will serve as the Program Manager responsible for organizing, directing, and managing a team supporting an Oracle eBusiness Suite operations and maintenance project with focus on logistics and financial management.  The candidate will also lead the implementation of new Oracle EBS modules, re-implementation of existing modules, and migration to Oracle cloud.  The PM will provide direction of project activities, manage and maintain interface with customer organization, consult with customer and contractor personnel to formulate and review task plans and deliverables, ensure conformance with program and project task schedules and costs and contractual obligations. The PM will establish and provide technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, monitor issue resolution & risk mitigation, oversee the successful completion of all assigned tasks, ensure quality deliverables, and the accomplishment of program mission. During public health emergency, the PM will organize the team to support emergency response.

EDUCATION & EXPERIENCE:

A Bachelor’s degree and over 12 years of relevant experience At least 5 years of experience working with Oracle eBusiness Suite in one or more of the following modules:

Supply Chain Applications.

Oracle Financials.

Oracle Logistics.

Transportation Management.

Warehouse Management System.

Hands on experience managing software maintenance and development projects using Scrum or other agile methods Extensive experience in creating and managing all project management artifacts including project management plans. Required experience documenting and tracking issues and risks, facilitating and leading meetings, and creating appropriate documentation. Experience managing cost, schedule, and performance of projects using both agile and traditional methods Experience leading teams with consisting of both technical and non-technical staff Experience in serving as a liaison to both internal and external customers. Excellent people, analytical, technical, planning, and organizational skills. Excellent written and oral communication and presentation skills. Able to obtain Public Trust

Preferred qualifications include:

Hands on experience migrating in house Oracle eBusiness Suite implementation to Oracle Cloud Any previous experience with HHS, CDC or any other federal government agencies Any relevant Oracle eBusiness Suite certifications Hands on experience leading implementation of one or more Oracle eBusinsss Suite modules Experience with Oracle Business Intelligence Enterprise Edition (OBIEE), Oracle Analytics Cloud (OAC), and/or Oracle Analytics Server (OAS) Experience in exchanging data through Electronic Data Interchange (EDI) A PMP certification Agile certification such as PMI-ACP, Scrum Master, SAFe, or similar qualifications Experience with coordinating HHS and/or CDC Enterprise Performance Life Cycle (EPLC) governance process Experience with public health and/or emergency response Previous experience working with a consulting firm with strong Oracle eBusiness Suite practice.
