Leidos has an immediate need for a part-time Energy Survey Subject Matter Expert (SME) responsible for providing technical and Quality Assurance/Quality Control (QA/QC) support to task order managers, and monitoring technical aspects of subcontractor performance.
The Survey SME will support contracts to design and conduct large nationwide statistical surveys. The Survey SME should have the background and experience to monitor and evaluate all aspects of subcontractors’ technical performance including, but not limited to: (1) documentation of requirements and translation to system design; (2) documentation of system design, security, and training materials; (3) design and analysis of outbreak surveys, passive studies, active studies, cohort and case control studies, etc.
The candidate should have experience using an assortment of sampling methodologies for complex survey design; a knowledge of the pros and cons of different methodologies; the ability to assist in the selection of the appropriate sampling methodology and data collection tools to ensure that suitable data are collected; the ability to provide expertise and technical guidance for sampling methodology including error, bias, estimation, and inference; and the ability to conduct data analyses including, but not limited to, descriptive statistics, factor analyses, generalized linear models, random effects models, analysis of survey data, and other statistical methods.
Primary Responsibilities
Provide necessary technical support and advice to effectively monitor and guide project and project team performance.
Work with the Task Order Manager to ensure subcontractor technical performance is consistent with expectations and will assist in communications with the U.S. Department of Energy (DOE) Energy Information Administration (EIA) client to respond to queries or resolve concerns.
Basic Qualifications
Requires a Masters with 15-20 years of prior relevant experience or Doctorate with 13 16 years of prior relevant experience. To include survey analysis and design, quantitative analysis and data interpretation, creating and implementing research protocols, developing survey management systems, and overseeing data preparation and processing.
Solid understanding of how to format and manipulate data and datasets using programs such as Excel, Access, SAS, R, Python, SPSS, SUDAAN, JMP, S-PLUS, or SQL-based programs.
Experience with advanced statistical analysis and programming tools such as SAS, STATA, SPSS, or R.
Excellent interpersonal, verbal and written communication skills
Preferred Qualifications
PhD in statistics or survey methodology
Senior Statistician with experience in survey research projects, including the design and application of sample surveys and systems of evaluation, QC, statistical analysis, and estimation and quantification.
