Job Description:

Leidos is looking for a Program Execution Manager (PEM) for the Origin program. The PEM is responsible for the overall daily execution of program activities for a customer’s IT portfolio across several disciplines, including Service Operations / Call Center, Network Engineering, Client/Server Engineering, and Project Management. This position will provide oversight of approximately 87 FTE, providing leadership, mentoring, and direction to Engineering Mangers within the team.  The PEM is responsible for overseeing all aspects of program execution while ensuring the customer’s priorities are implemented.  

Primary Responsibilities:

The PEM will satisfy a Key position on the Origin IV contract and has responsibility for execution activities in satisfaction of the Award Fee portion of the program.  

The successful candidate will oversee the design, development, installation, integration, and support of IT projects in a fast-paced, mission-oriented environment.  

The PEM will be the primary focal point to the Program Manager and/or COTR for technical projects, and represent the program for activities regarding project execution.  

Specific duties include but are not limited to:

•    Providing execution-related oversight and guidance for all program activities; ensuring all activities, risks, and interdependencies are identified, documented, tracked, and resolved 
•    Ensuring that subordinate managers and teams are properly balanced with the right mix of skillsets and capabilities in order to successfully complete program activities and projects
•    Ensuring all IT systems are in compliance with customer security directives and guidelines
•    Ensuring that resources are aligned correctly to perform resolution activities 24x7 and that the customer is adequately informed
•    Maintaining successful execution of the program within the terms of the customer SLAs and offering input for ‘return to green’ plans for any metrics that are not met 
•    Optimizing project workflows and processes in order to successfully implement new IT requirements
•    Consulting with the Chief Engineer and INFOSEC Lead in order to drive standardization activities and consistent documentation/procedures for all systems
•    Managing and overseeing cross-program communications and coordination among stakeholders for both planned and unplanned outages, including an up-to-date communication plan with calling tree by site
•    Direct management of Engineering Managers as well as responsibility for a team of approximately 87 FTE
•    Mentoring of first line managers as well as other program personnel in order to build skillsets and encourage the professional development of team members
•    Development of briefings and documents for stakeholder review and delivery 
•    Providing Engineering Change Proposal (ECP) support and responses to the Program Manager for delivery to the customer

Basic Qualifications:

•    Bachelor of Science and 8 years of experience OR Masters and 6 years of experience. Degree preferably in Electrical Engineering, Computer Science, or equivalent

•    Must have an active and current TS/SCI with Poly to be considered
•    Strong working knowledge of industry standards and best practices related to project and program management
•    A minimum of 10 years cumulative experience in an IT field discipline (engineering, project management, etc.)
•    Experience building program plans, schedules, scope, and Work Breakdown Structures in Microsoft Project
•    Experience with programs deploying IT solutions 
•    Experience leading large technical teams, including sub-contractors and other government contractors
•    Demonstrated expertise in strategic planning/roadmap development and execution for large operational or complex organizations
•    Experience in the design and development of functional, technical, or security requirements
•    Experience in managing and executing IT projects with an emphasis on agility due to frequent priority changes
•    Expertise in leading complex organizations in a fast paced operational environment 
•    Demonstrated strong leadership
•    Sound technical and project management skills
•    Strong customer service approach
•    Strong communication skills, both verbal and written, including the ability to communicate technical concerns and accomplishments at a senior management level
•    Attention to detail in writing, reporting, and communicating

Preferred Qualifications:


•    MS or equivalent professional experience and specialized education
•    PMP or equivalent
•    Prior Program Manager experience
•    ScrumMaster or other agile certification
