Job Description:

Leidos has an immediate opening for Operations F&BO Vice President, who will serve as the Financial Leader for the Operation within Health Group. In this role, you will be a direct line leader for both the finance, program control staff, and scheduling team and will be responsible for the organization's talent development, performance management, and business strategy. 

As the principal advisor to the Operations Manager, you will work closely with Business Development, Contracts, Procurement, Pricing, and the program teams to facilitate the Operation’s growth and execution of the Business Plan. Further, you will have responsibility to lead program finance teams that must proactively manage key Government Customer relationships, ensuring that the interests of Leidos are understood and achieved. 


  • Responsible for all aspects of financial performance, including developing timely, accurate and executable financial forecasts for the Operation such as Revenue, Operating Income, Cash and Backlog
  • Responsible for leading and mentoring Operations Finance, program control and FP&A staff, including close coordination with other functional and non-functional management
  • Timely and accurately plan, forecast, and analyze the Operation’s performance and ensure controls exist to support company policy and procedures within the Operation.
  • Establish and maintain effective relationships, both internally and externally
  • Manage Indirect budgets and investment decisions including OH Rate management and new business funds (NBF)
  • Provide leadership in new business capture pricing strategies, cost and schedule management, budget development and analysis for the contracts awarded
  • Direct the establishment and maintenance of a system of business management controls to ensure compliance with contractual requirements, schedules, and financial goals; and interface with senior leadership on programmatic and business related activities providing recommendations and solutions.
  • Responsible for Program level EACs and performance
  • Manage CAPEX budget – Capital Requests
  • Primary interface with Shared Services for the Operation
  • Lead facilities planning and cost management for the Operation
  • Address data calls from across the Enterprise
  • Support M&A and business case analysis as needed
  • Ensure consistent policy interpretation and execution
  • Lead cost/pricing strategy for proposal activities within the Operation
  • Actively participate in high quality cost volumes being prepared/submitted, including leadership in developing the pricing strategies


  • Bachelor's degree in Business Administration, Finance, Accounting, or related discipline and 12+ years of experience in finance operations, which includes Revenue, Operating Income, Cash and Backlog.
  • At least 5 years of prior experience managing staff.
  • Strong understanding of financial processes and systems
  • Strong communication skills (written and oral), strong analytic skills and the ability to manage multiple priorities across a diverse portfolio of programs. 
  • Able to think strategically, lead a diverse team, and grasp a firm understanding of the business goals & priorities and what it takes to execute.


  • Prior experience in managing large and geographically dispersed teams
  • Experience working with federal government customers
  • Earned Value Management System (EVMS) experience
  • New business capture experience
  • Understanding of Leidos policies, procedures and business architecture
