The Information Technology Services (ITS) IV Enterprise Support Services and Endpoint Technology (ESSET) Deputy Program Manager (DPM) supports the contract Program Manager (PM) and helps lead the contractor program team through the planning, organizing, development and delivery of capabilities for the EPAs mission. When the PM is not available, the DPM will serve as the Leidos single point-of-contact with the program office for management and technical matters and contract-level issues. Duties include leading teams to ensure that the program runs within scope, schedule, and budget constraints. Responsibilities include supporting all facets of the program preparation and execution, including staffing, staff development/management and interfacing with EPA and GSA FEDSIM leadership. The DPM is responsible for supporting the development of solutions for the program, such as planning and executing these solutions consistent with the mission intent of the EPA which is transitioning to a more proactive service model. This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

Primary Responsibilities

  • Plan, coordinate, and direct the administrative, program control, and technical personnel involved in providing services in fulfillment of the contract. Specifically, to provide services to support EPA with delivering, managing, and evolving end-user IT services, communication and collaboration tools, and end-user devices and applications for the EPA enterprise.

  • Provide guidance and subject matter expertise for concept designs, development, test, deployment, and sustainment.

  • Provide technical leadership for multiple projects by supporting technical planning, integration, verification and validation, cost and risk, and supportability and effectiveness for successful service delivery.

  • Manage and control schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

  • Provide direction for operations and ensure compliance with all management policies, plans, and procedures.

  • Provide support and leadership to marketing and business development initiatives.

  • Provide recommendations for resolution of technical problems; and provide management oversight to assigned program personnel, both Leidos and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.

  • Must at all times be a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.

Basic Qualifications

  • Bachelor's degree and a minimum of 8 years’ experience managing large projects with organizational complexity  

  • Certified Project Management Professional Certification (Project Management Professional or PgMP)

  • A minimum of 3 years of experience with the management of an Enterprise IT Service Delivery and Management Program Experience with the management, manpower utilization, and supervision of employee(including subcontractors) of various labor categories and skills in projects similar in size

  • Minimum of 5 years of experience managing Agile and DevOps projects.

  • Experience with implementing technical and process changes in a highly complex infrastructure environment similar to the GSA environment

  • Coordinates with PMO support for the program, ensuring smooth contract operation

  • Experience managing cross-functional teams and collaborating with internal and external stakeholders (e.g., architects, operations personnel) to gather service requirements in support of design and delivery of service capabilities

  • Familiarity with the administration of Cost-Plus-Award-Fee (CPAF)

  • Familiarity with end user service applications on a fee-for services model

  • Certified ITIL 4 Foundation

  • Scrum Fundamentals Certified (SFC)

  • Experience managing a transition of systems/applications into a cloud environment

  • Professional-level cloud certification in at least one of the three cloud service providers: Google Cloud Platform (GCP), Amazon Web Services (AWS), or Microsoft Azure.

Preferred Qualifications

  • Certified TBM Executive (CTBME) 

  • Certified ITIL 4 Managing Professional (MP)

  • Prior Experience with the EPAs IT Support Center regional programs

  • Knowledge of ServiceNow

  • SAFe Agilist Certification
