The Information Technology Services (ITS) IV Enterprise Support Services and Endpoint Technology (ESSET) PMO Manager reports directly to the ESSET Program Manager (PM) and the PMO Manager main function is monitoring and the control of ESSET project execution performance supporting EPAs mission. Specifically, the PMO Manager applies PMI PMBOK processes and principles to support the ESSET PM in providing direction and supervision for all support resources for on-going operations and Technical Consulting (TC) project administration. Helps oversee the TC response process, apprising PM of TC status and escalating any issues needing the PM's attention. Ensures adherence to the ESSET QMP and reviews project deliverables. Serves as acting ESSET PM whenever the PM is unavailable. Helps oversee IT financial management and reporting activities. Supports and facilitates interaction of ESSET program staff in internal working groups, fostering cross-program collaboration This person shall be readily available to respond to Government questions, concerns, and comments, as well as be proactive in alerting the Government to potential contractual or programmatic issues.

Primary Responsibilities

  • Plan, coordinate, and direct the administrative, program control, and technical personnel involved in providing services in fulfillment of the contract. Specifically, to providing reporting and financial support as contractually required.

  • Provide guidance and TC expertise for concept designs, development, test, deployment, and sustainment.

  • Provide technical leadership for multiple projects by supporting technical planning, integration, verification and validation, cost and risk, and supportability and effectiveness for successful service delivery.

  • Manage and control schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

  • Provide direction for operations and ensure compliance with all management policies, plans, and procedures.

  • Provide support and leadership to marketing and business development initiatives.

  • Provide recommendations for resolution of technical problems; and provide management oversight to assigned program personnel, both Leidos and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract.

  • Must at all times be a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.

Basic Qualifications

  • Bachelor's degree and a minimum of 8 years’ experience managing large projects with organizational complexity  

  • Certified Project Management Professional Certification (Project Management Professional or PgMP)

  • A minimum of 3 years of experience with the management of an Enterprise IT Service Delivery and Management Program Experience with the management, manpower utilization, and supervision of employee(including subcontractors) of various labor categories and skills in projects similar in size

  • Minimum of 5 years of experience managing Agile Projects

  • PMO support background for large programs, ensuring smooth contract operation

  • Experience managing cross-functional teams and collaborating with internal and external stakeholders (e.g., architects, operations personnel) to gather service requirements in support of design and delivery of service capabilities

  • Familiarity with the administration of Cost-Plus-Award-Fee (CPAF)

  • Familiarity with end user service applications on a fee-for services model

  • Scrum Fundamentals Certified (SFC)

  • Experience managing a transition of systems/applications into a cloud environment

  • Professional-level cloud certification in at least one of the three cloud service providers: Google Cloud Platform (GCP), Amazon Web Services (AWS), or Microsoft Azure.

Preferred Qualifications

  • Certified TBM Executive (CTBME) 

  • Certified ITIL 4 Managing Professional (MP)

  • Knowledge of Qlik

  • Prior Experience with the EPAs IT Support Center regional programs

  • Knowledge of ServiceNow

  • SAFe Agilist Certification

Pay Range:

Pay Range $110,500.00 - $170,000.00 - $229,500.00
