Job Description:

The Homeland Security Solutions Operation within the Intelligence Group at Leidos currently has an opening for a Policy & Program Analyst (PPA) to support the DHS Services, Technology, Engineering and Management (STEAM) program.  The PPA will serve as a subject matter expert (SME) in a key intelligence domain of the program.

Leidos is looking for a PPA focused on a specific intelligence domain who will apply knowledge and expertise to the development of policies, plans, and strategies; assist in implementing such functions; and monitor and evaluate progress and outcomes of these actions. The PPA applies knowledge of the subject matter to analyze and solve problems in areas, facilitate engagements and collaboration, and ensure effective and efficient operations. In addition to substantive topic knowledge, the PPA may analyze other related factors of programs including finance, accounting, information technology, human resources, research and analysis, or other program support. The PPA will process business requirements, including analysis, evaluation, and implementation of systems or processes, and will plan, design, and conduct studies including risk analyses, contingency planning, and feasibility studies. The PPA creates program work products such as policies, procedures, strategies, reports, correspondence, presentations, plans, and spreadsheets.

We are looking for a team-oriented leader focused on delivering and supporting the goals of DHS.  The PPA must provide the leadership and have the interpersonal communication skills necessary to inspire, lead, direct and manage within a complex program.

Primary Responsibilities:

  • The main responsibility will be to oversee operations over the program in a given intelligence domain, including alignment and prioritization to the customer mission and to ensure complaint and efficiency execution of solutions.
  • End-to-end understanding of the program office and mission.  Strategic planning, detailed task planning, scheduling, preparation, execution, and establishing baseline/metrics.
  • Interface with program office and government staff.
  • Creating documentation, monitoring performance, and identifying/realizing efficiencies.

Basic Qualifications:

  • Bachelor’s degree in business, finance, economics, ops research, data analytics, mathematics or related field and 12+ years of prior relevant experience. Additional experience will be considered in lieu of degree.
  • Applying analytical, diagnostic, and qualified techniques to the mission requirements
  • Filtering and synthesizing data and producing clean, logical, concise products
  • Conducting independent analysis with minimal government supervision and presenting results to government management in either written and/or oral form
  • Working proficiently in Microsoft Office applications.
  • Presenting complex issues in written and graphical forms.
  • Ability to collaborate with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness systems

Preferred Qualifications:

  • Master's Degree in Engineering, Information Technology, Computer Science, Information Systems, or related field.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Experience managing programs or projects in a DHS environment.
