Job Description:

The Collections and CNO Solutions (CCS) Division within the Intelligence Group at Leidos currently has an opportunity for a Program Manager to work at our Columbia, MD facility. This is an exciting opportunity to use your experience supporting an important, fast-paced, mission oriented program.

In this role, the Program Manager will direct and coordinate a Cost-Plus Fixed Fee IDIQ with multiple delivery orders for advanced prototype manufacturing, sustainment improvements and depot repair of systems for a Military customer.

Primary Responsibilities

  • Lead a diverse team to ensure successful daily operations to include other managers with personnel.
  • Liaison with Government customers and outside agencies in a timely and professional manner.
  • Support the delivery of the Special Sensors Program products in accordance with the mission and goals of the organization.
  • Provide support and guidance to team in the execution of daily activities.
  • Identify and evaluate the risks associated with project activities and take appropriate action to control the risks.
  • Ensure compliance with Defense Contract Management Agency (DCMA) delivery of all products under the IDIQ.
  • Coordinate efforts of a cross-functional team consisting of quality inspection, logistics, assembly, and test to ensure products are built on time, within budget and free of defects.
  • Respond to RFPs and develop sole-source proposals that are inclusive of technical, management, bill of materials (BOM) and cost elements.
  • Actively document program activities and ensure compliance with customer contract directives, guidelines, and tasking within cost and schedule and within the Leidos policies and procedures.
  • Collect and analyze project metrics to support improvements in manufacturing, test, inspection, and delivery schedules.
  • Complete weekly Customer deliverable and present during weekly telecom meeting.
  • Conduct monthly management reviews and quarterly in-process reviews with Division and Operations management.
  • Monitor and approve all project expenditures.
  • Work with the Project Financial Analyst to conduct Estimate at Completions (EACs) and approve for all delivery orders.
  • Lead hiring, promotion, performance and employee engagement activities for direct reports.
  • Ensure all employees are properly trained to perform their job duties and implement cross-training opportunities.

Basic Qualifications

BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years or prior relevant experience with 4+ years of experience supervising or leading teams or projects.

Strong working knowledge of Microsoft Office Applications, including (but not limited to) Project, Office, Excel, PowerPoint, and Outlook.

Ability to communicate effectively with all levels of staff, both internal to Leidos and external (military/government customer, etc), both written and oral.

Strong written and verbal communication skills to keep a team fully informed on status, requirements and deadlines.

Ability to think independently and contribute to the overall effort with minimal direction.

Ability to work well within a team environment including effective collaboration with other teams.

Ability to work well under pressure including appropriate delegation of tasks to team members.

Project Management Professional (PMP) certified.

Clearance level: TS/SCI w/Polygraph

Preferred Qualifications

Knowledge of Costpoint for purchasing, BOM management for products, and common inventory management.
