The Defense Group at Leidos as an exciting opportunity as a Cyber Program Management Tracking SME/Lead on our GSM-O II IDIQ contract’s Joint Service Provider (JSP) Cyber Security Task Order in Alexandria, VA. JSP provides a full range of IT products, services, and solutions and customer services to the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff (JS), Director of Administration (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other OSD offices for them to meet mission and business requirements. Through the JSP Cyber Security program, JSP performs a wide variety of services and functions required to secure the information security posture for DoD services.

This Task Order has 100+ FTEs working to ensure JSP’s Cyber Security program adheres to JSP, DoD, and National Institute of Standards and Technology (NIST) approved cyber society, information assurance (IA) architecture, policies, programs, standards, and guidelines.  The Cyber Program Management Tracking SME/Lead will manage, create, and track timelines and deliverables, while ensuring processes and procedures are adhered for a large number of Information Systems.

This role will be based onsite in Arlington, VA and an active Top Secret (with SCI eligibility) security clearance is required prior to start.

Primary Responsibilities:

  • Maintain, establish, and monitor RMF transactions within eMASS for JSP’s Cyber Security Program’s Implementation Plan, processing/reviewing AOR request, Exemption/Exception to Policy requests, and ensuring compliance with all NIST, DoD, DISA, and JSP policies and procedures. 

  • Create policies and memos outlining cyber security processes and procedures

  • Leverage working knowledge of cyber security policies and technical cyber security protection measures.  

  • Create appropriate documentation for the ATO authorization decision as well as the results of the implementation of required baseline security and additional controls that be required by the Government. 

  • Develop/review data security policies using data security standards, guidelines, and requirements that include privacy, authentication, access control, retention, disposal, incident management, disaster recovery, and configuration.

  • Monitor compliance with cyber security policy, as appropriate, and review the results of such monitoring.

  • Evaluate the effectiveness of solutions implemented to provide the required protection of data, including appropriate authenticator management and encryption controls.

  • Review strategic IT infrastructure security technologies that meet operating unit goals and mission.

  • Create presentations and present policies, guidance, and procedures regularity.

  • Demonstrate leadership and customer service skills both written and verbally.

Basic Qualifications:

  • Bachelor's degree in IT-related field and 12+ years' experience in the Cybersecurity area. Additional years of applicable experience may be accepted in lieu of a degree. 

  • Top Secret (SCI eligible) security clearance required prior to start.

  • DoD 8570 IAM/IAT Level III certification (CISSP or CISM required) prior to start.

  • CE/OS certificate within 6 months of hire.

  • 8+ years' experience with technology experience.

  • 5+ years' experience with Risk Management Framework experience.

  • 5+ years' of project management work experience.

  • Expert knowledge of NIST SP 800-37, CNSSI 1253, FIPS 199 and NIST SP 800-53

  • Knowledge of the DoD Risk Assessment Mthodology (DRAM) and POAM tracking.
