Job Description:

The Leidos Intelligence Group currently has an opening for a Senior Security Manager for many of our intelligence community customer agencies.  The incumbent will work in our Chantilly, VA facility – which serves as a central hub and conference center to multiple programs and customer agencies across of Leidos.  The incumbent will manage a geographically diverse team of security professionals that work at both Leidos and onsite secure facilities across Virginia, Maryland, Colorado, Missouri, Arizona, and future sites that support the intelligence community.  The incumbent will oversee the team that helps Intel Group host secure events (e.g., client meetings, social functions, recruiting events, presentations, etc.) as Leidos builds and maintains strong, meaningful relationships with its customers to anticipate and meet all current and future needs.

We are looking for candidates who enjoy leading people, working at the enterprise-wide level, excel at communicating across various components - including personnel and leadership, are proactive and innovative in thought, and consider themselves to be customer service oriented.  The incumbent will perform a variety of security-related tasks and manage complex, often disparate, decentralized systems and processes. The Senior Security Manager will support at the enterprise-wide level administering and ensuring compliance with company security policies and managing the security clearances of those within the Intelligence Group.  The incumbent must possess a broad knowledge of both the National Industrial Security Program rules, regulations, and procedures, as well the more nuanced Intelligence Community-centric processes and requirements.  The incumbent will lead a team of security professionals as they interface with both the programs and the agencies we serve in the Intelligence Community, as well as Defense Counterintelligence and Security Agency (DCSA), on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts. This position reports to the Vice President for Security in Intelligence Group, and will provide support to Intel Leadership as needed to help centralize and streamline processes for visibility and efficiencies within the Intelligence Group. 

Duties may include analyzing current processes, identifying efficiencies, implementing business process improvements, engaging with programs and customer agencies, preparing both oral and written communications to senior leadership, and providing recommendations for preventative or corrective actions in areas requiring specific expertise.

IMPACT: Help lead the Intelligence Group Security team in developing new processes, standards or operational plans in support of the project(s). Has budget accountability for work area or manage elements of the budget.

COMPLEXITY: This portfolio is comprised of multiple intelligence community agencies that use unique and often complex security processes.  Issues can be difficult and complex, typically involving information gathering, analysis to understand root issues and multi-step projects to resolve the issue at hand.

COMMUNICATION: Communicates with parties orally and in writing within and outside of own area, which may include external constituents depending upon the area. Requires ability to influence others outside of own area on policies, practices and procedures.

LEADERSHIP & TALENT MANAGEMENT: Leads a large team of experienced professionals who exercise latitude and independence in their assignments.  Leads, directs, and reviews the work of a geographically diverse team which requires regular outreach and ability to lead from afar, including coaching, identifying challenges, implementing corrective actions, promotions, and other employment actions as necessary in accordance with manager review and approval.

KNOWLEDGE: Requires broad management and leadership skills to lead projects or program teams. Typically has advanced knowledge and skills within a specific technical or professional discipline with broad understanding of other areas within the function.

TYPICAL EDUCATION & EXPERIENCE: Typically requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.

Primary Responsibilities:

The Senior Security Manager is responsible for providing day-to-day support to Intelligence Group’s National Solutions Operations level management and technical team. Supervise a team of Security Professionals at multiple locations, whose duties are to implement industrial security requirements ensuring company and customer security requirements are met.

• The successful candidate will interface with all levels of Leidos leadership, employee personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), DoD 5220.22-M, Contract Security Classification Specification (DD254) and Classification Guides.

• The position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction.

• The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. Direct liaison with security colleagues at government customer locations.

• The Senior Security Manager must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.

• Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate.

• Administer day-to-day security programs, personnel processing, program reviews, document control system, audits &

• Self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.

• Perform physical, personnel and administrative security responsibilities for multiple facilities, which often calls for requests to government security representatives regarding accreditations, personnel actions, Information Systems (IS) transmissions and working with other government facility sponsors to draft co-use agreements and MOUs/MOAs for shared space.

Basic Qualifications

Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 10+ years of professional Security experience.

• Thorough working knowledge of the NISPOM and other government regulations and Intelligence Community Directive (ICD) standards.

• Seasoned knowledge of multiple functional areas and DoD security programs

• Manage and contribute to the development and execution of security policy, plans and procedures

• Experience in providing/drafting Security volume input in support of contract proposals

• Excellent organization and communication skills (oral and written)

• The ability to effectively and proactively, interact with staff, leadership, industry partners and customer agencies.

• Self-starter with ability to work independently, customer service orientated

• Commitment to security - creating and delivering the highest value to customers

• Ability to interpret company and government security policies and apply them to program operations

• Strong understanding of Physical Security requirements of the ICD 705 to meet contractual needs

• Thorough understanding of security databases such as NISS, DISS, eQip and SIMS

• Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate

• Ability to develop and establish an effective security awareness, training, and education program

• Strong communications skills, both oral and written

• Candidate must possess an active Top Secret / SCI clearance

Preferred Qualifications

Security training/certificate(s)

• Experience developing and implementing OPSEC, emergency action and test plans

• Knowledge of Access Control and Intrusion Detection Systems

• Experience conducting Security incident inquiries

• Industrial Security Professional (ISP) Certification or Certified Protection Professional (CPP)

• Active member in the Security Community NCMS, ISWG and/or CSSWG
