Job Description:

The Intelligence Group currently has an opening for a Program Manager located in Springfield, VA to oversee a large Intelligence Community (IC) program. This opportunity is a single Award IDIQ contract to provide sustainment of knowledge modeling systemswhile simultaneously providing development, integration, and deployment of new Knowledge and Analytic modeling capabilities. These modeling capabilities provide analysts the tools necessary for capturing information and assertions about objects, insights and situational awareness on adversary activities, anticipatory and predictive intelligence, and value-driven collections to support supplier allocation and GEOINT data acquisition decisions.

This position requires an ACTIVE TS/SCI clearance with polygraph.  Candidates without this clearance will not be considered. 

The Program Manager provides leadership, direction, and hands-on management.  The Program Manager is responsible for all aspects of contract execution, is the official point of contact for the program, and ensures all personnel associated with the program are effectively supporting customer needs.  The ideal candidate will have hands-on experience supporting a complex IC efforts and the knowledge/experience with core technical areas of the program.

This is a Key Personnel position and includes on-site program management support. This includes the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified by the customer.

Primary Responsibilities

  • Support proposal and business development efforts
  • Ensure all project activities are performed and completed in a timely, cost-effective, and efficient manner without comprising the quality of deliverables
  • Plan, organize and utilize resources to successfully staff and meet program objectives
  • Manage costs, schedules, reporting, and subcontract compliance
  • Verify and validate the quality, content, and prompt delivery of all task and contractual deliverables associated with the program
  • Maintain a close relationship with senior Leidos management to obtain necessary project resources and provide key program information to senior-level corporate decision-makers
  • Submit weekly activity reports and monthly status reviews
  • Report all significant technical challenges, problems, issues, as soon as they are discovered to Leidos and customer management, as appropriate
  • Maintain adequate staffing levels of qualified personnel
  • Identify and select qualified personnel for open positions
  • Focus on retention of personnel and staffing

Basic Qualifications

  • ACTIVE TS/SCI clearance with polygraph
  • Bachelor’s degree in Engineering, Computer Science or equivalent and 8+ years of experience with Government IT development
  • Project Management Professional ® Certification preferred.
  • Demonstrated experience managing a complex project, Task Order, or program of similar size (managing 50-100 personnel, including Program Management, Integrated Sustainment Planning, Integrated Sustainment Engineering, Integrated Cyber Support, EIT Product Help Desk, Cloud Maintenance and Maintenance Support Documentation.
  • 10 years of experience with Data Analytics
  • Minimum 3 years of experience as a program/project lead managing Government IT programs
  • Experience using design and development techniques to deliver applications to the Government
  • Significant experience with IC government customers and mission application
  • In-depth knowledge of the program’s client organizations and points of contact
  • Ability to lead and manage diverse workforce. Strong track record of organizational leadership and business management, including strong analytical, presentation, and problem-solving skills
  • Highly effective oral and written communication skills
  • Ability to establish an effective working relationship with customers, technical staff, managers and peers

Preferred Qualifications

  • In-depth knowledge of the program’s client organizations and points of contact
  • Experience with Leidos’ internal financial and personal systems and processes
  • Experience working on contract proposals
  • Experience shaping new customer relationships and building trust
