Leidos is seeking an experienced Program Manager to lead key missions across two task orders with a workforce of approximately 200 team members (Leidos employees and subcontractors) with an annual revenue of close to $50M per year.   The two mission areas are the contractor support to Joint Force Headquarters – DODIN (JFHQ-DODIN) and the DISA Joint Operations Center (DJOC).    Both missions include 24x7 network and cyber operations floor environments as well as critical back office functions.   Both missions are headquartered at DISA Headquarters in Fort Meade, MD.   The selected candidate must be able to support on-site with occasional, situation telework or travel as required.   The selected candidate will be responsible for successful mission execution, staffing among both Leidos employees and subcontractors, customer relationship building, strategic on-contract growth initiatives, and meeting/exceeding business financial requirements associated with these missions.


GSM-O II is a 10 year single award IDIQ contract.   It began in July 2020.   The task orders which cover these two mission areas are awarded and still completing their base year period of performances.   Both have four additional option years already awarded, which will be exercised one at a time prior to the start of each period of performance.    The JFHQ-DODIN mission is covered on a single task order (TN07) and the DJOC mission is part of another task order (TN13).   The PM responsibilities for TN13 are shared with another PM already in place with the selected candidate only responsible for the DJOC scope within TN13.   


Primary Responsibilities:

  • Lead team of ~200 employees/subcontractors in the execution of a ~$50M annual revenue program.

  • Provides customer engagement at every level, business development, and support to staff, leading operation planners and intel analyst.

  • Builds strong customer base relationships by being receptive, quick to respond, and acting to provide value add where the customer needs it most.

  • Ensure all project activities are performed and completed in a timely, cost-effective, and efficient manner without comprising the quality of deliverables

  • Plan, organize and utilize resources to successfully staff and meet program objectives

  • Manage costs, schedules, reporting, and subcontract compliance

  • Verify and validate the quality, content, and prompt delivery of all task and contractual deliverables associated with the program

  • Maintain a close relationship with senior Leidos management to obtain necessary project resources and provide key program information to senior-level corporate decision-makers

  • Submit weekly activity reports and monthly status reviews

  • Report all significant technical challenges, problems, issues, as soon as they are discovered to Leidos and customer management, as appropriate

  • Maintain adequate staffing levels of qualified personnel

  • Identify and select qualified personnel for open positions

  • Focus on retention of personnel and staffing


Basic Qualifications:

  • Bachelor’s degree in Engineering, Computer Science or equivalent and 8+ years of experience with Government IT development

  • Minimum 3 years of experience as a program/project lead managing Government IT programs

  • Demonstrated experience managing a complex project, Task Order, or program of similar size (managing 100-200 personnel, including Program Management, 24x7 operations workforce, network operations, cyber operations, cyber operations planning, and cyber fusion)

  • Experience with DISA and DoD Networks and/or JFHQ/DODIN and USCYBERCOM.

  • Demonstrated experience briefing Senior Executive Service (SES) and General Officer/Flag Officer (GO/FO) leadership

  • Project Management Professional ® Certification preferred.

  • ACTIVE TS/SCI clearance
