Job Description:

The Defense & Intelligence Group of Leidos has an opening for the Navy’s Service Management, Integration and Transport (SMIT) Outside Continental United States (OCONUS) Europe and Middle East Regional Field Services Lead in Naples, Italy. The SMIT contract will provide secure end-to-end Information Technology (IT) services to more than 400,000 hardware devices and 600,000+ users at over 1,600 Continental United States (CONUS) sites and over 82 OCONUS site across Asia, Europe, and the Middle East; constituting one of the largest combined networks in the world. 

Under the OCONUS Piers portion of the contract, the Leidos team will provide pier side connect/disconnect service, network administration, and fiber optic cable repair supporting US Navy vessels arriving and departing from piers in Europe, the Middle East and Asia. This position may also provide management and oversight of the OCONUS Field Services Support and Tier II/III Engineering services to the Navy OCONUS Navy Enterprise Network (ONE-Net) in Europe and the Middle East as SMIT OCONUS services converge. 


The ideal candidate will have previous experience leading a geographically-distributed OCONUS team, with a focus on IT services and knowledge of the Navy Networks and piers connectivity requirements. The EU/ME Regional Lead will provide oversight of the connectivity of Naval vessels at OCONUS Piers in support of the SMIT contract. The EU/ME Regional Lead is responsible for ensuring connect/disconnect service is provided to all vessels arriving and departing OCONUS pier locations serviced by the SMIT contract within the contractual service level target timelines.  The EU/ME Regional Lead will provide the Government and OCONUS Piers Service Delivery Manager accurate and timely status regarding task execution and performance and will be responsible for the accurate and timely delivery of all deliverables. The EU/ME Regional Lead will oversee all network operations and engineering; connect/disconnect at the piers, maintenance; repair and replacement of cables; and all staffing/managerial activities of the Europe and Middle East based teams. As SMIT OCONUS services converge, this position may also require oversight and management of the ONE-Net Field Service Support and Tier II/III Engineering services in the Europe and Middle East Regions. This position is based out of Naples, Italy. The candidate must be willing to travel to the following locations multiple times per year: Spain and Bahrain. As SMIT OCONUS services converge, additional travel locations include: Greece, Poland, Romania, and UAE.

Primary Responsibilities:

  • Drive business and reporting rhythms, managing and directing staff to perform all tasks within scope and meet required service targets for connect/disconnect service to vessels arriving or departing from piers in your assigned region.

  • Experienced program/project manager; responsible for reporting progress against the baseline, in addition to employing a risk register to identify risks, analyze identified risks, and the develop associated mitigations 

  • Responsible for building and directing teams, inclusive of aligning personnel to basis of estimates, evaluation of candidates, and communicating progress to Program leadership

  • Responsible for the management program scope in order to meet schedule requirements; responsible for defining resource needs, directing personnel to perform tasks, and reporting progress to Program Management 

  • Oversees IT knowledge and equipment asset transfer, ensuring that personnel are prepared to assume duties in order to meet defined schedule and scope requirements

  • Develop and manage a collaborative work environment, working with personnel to ensure that comprehensive knowledge transfer activities associated with job functions and daily tasks are successfully conducted 

  • Identify and document skill enhancements/training needed based upon observation of actual performance versus documented site Standard Operating Procedures (SOPs)

  • Manage “as-is” information, inclusive of technical baseline documentation, SOPs, local procedures for security/onboarding, workload data (tickets), historical SLR performance and tools used to capture performance metrics

  • Manages staff to conduct asset inventories; directing asset reconciliations, inventories, and configurations across sites

  • Direct resource management actions; inclusive, but not limited to staff onboarding/off-boarding, weekly time-reporting and approvals

  • Establish and maintain transparent and respectful working relationships with customer and Program Management leadership, and subordinates 

  • Serve as a mentor to junior-level leadership personnel, providing them with opportunities to enhance project management skills

Basic Qualifications:

  • BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience

  • Exhibit leadership qualities required to coordinate and lead meetings to drive progress associated with assignments 

  • Previous experience with executing program baselines, identifying variances, and communicating issues in a timely manner

  • Prior personnel management experience with the ability to drive successful completion of projects and deliverables

  • Ability to maintain discretion associated with staffing and cost requirements 

  • In-depth knowledge of Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)

  • Ability to utilize MS Office Products to develop and maintain program documentation 

  • Strong analysis skills, with the ability to effectively communicate results to leadership and subordinates

  • Able to multi-task, self-assign work, and function in a dynamic, fast-paced environment

  • Experience with change management; with the ability to implement processes, while addressing political considerations

  • Excellent verbal and written communication skills

  • US citizenship and currently hold a DoD SECRET security clearance 

Preferred Qualifications:   

  • PMI Project Management Professional certification 

  • Prior experience with resource planning labor category requirements, and requisition development
